- The Corporation for National Service (CNS), North Central Cluster Training Division is planning a Pre-Service Orientation (PSO) for potential AmeriCorps*VISTA members. The number of attendees is estimated to be 130. CNS will award a contract to a qualified vendor in the Chicago, IL area who can provide lodging, catering, and meeting space for the PSO. The preferred dates are: Jan. 16-18, Apr. 17-19, July 17-19 and Aug. 14-16, 2001. AmeriCorps*VISTA is a federal program which places members in low-income communities to assist communities in alleviating poverty. Pre-Service Orientation is for potential members who will be contemplating joining our community service initiative. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2001-STS-001, and is issued as a request for a quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The provisions at 52.212.1, Instructions to Offerors Commerical, applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. This is a best value procurement and evaluation of offers will be based on quality, past performance and price. The clause 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.225-3; and 52.232-34. Responses to this RFQ are due at the above office by COB December 4, 2000. The facility should have complimentary shuttle service to O'Hare Airport. Facilities that do not have such a service should include an explanation of the shuttle transportation available and indicate any cost. The specifics for the event are as follows: Registration Area: Day 1: A registration area with four 6-foot skirted tables and 8 chairs set up outside the general session room. The tables should be facing each other two on one side and two on the opposite side. Two wastebaskets are also needed. An area should be designated for luggage until sleeping rooms are available. Meeting Rooms: Days 1, 2 & 3: General session for 130 people in rounds of 8 chairs per table, 4 breakouts for 40 people each, and a hospitality room*. *Hospitality room can be the same room dinner is being served. Note: All meeting rooms should be set in rounds and pencils or ink pens should be provided daily. Sleeping Rooms: 50 double/doubles, 10 singles at government rate or below. A few participants will be arriving on the day before the PSO begins requiring approximately 5-10 sleeping rooms. The majority of the guests will arrive the morning of the PSO (Day 1). CNS will provide a rooming list. Program Outline and Meals Required: Day 1: Registration 10:00 a.m. 11:30 a.m. lunch 11:00 a.m. 12:30 p.m. PSO begins 12:30 p.m. 2:45 p.m. Refreshment break 2:45 p.m. 3:00 p.m. PSO cont. 3:00 p.m. 5:00 p.m. Dinner 6:00 p.m. 7:00 p.m. Hospitality area 7:00 p.m. 9:00 p.m. Day 2: Breakfast 8:00 a.m. 8:30 a.m. General Session 8:45 a.m. 11:45 a.m. Lunch 12:00 p.m. 1:00 p.m. Breakout Session 1:00 p.m. 2:30 p.m. Refreshment Break 2:45 p.m. 3:00 p.m. Breakout Sessions cont. 3:00 p.m. 5:00 p.m. Dinner 6:00 p.m. 7:00 p.m. Hospitality area 7:00 p.m. 9:00 p.m. Day 3: Participants checking out 7:30 a.m. 8:45 a.m. (Designated luggage area needed) Breakfast 8:15 a.m. 9:00 a.m. Breakouts 9:00 a.m. 11:00 a.m. General Session 11:00 a.m. 12:00 p.m. Lunch 12:00 p.m. 1:00 p.m. PSO ends approximately 1:00 p.m. *Meal Summary: 2 breakfasts, 3 lunches, 2 dinners, 3 refreshment breaks. A/V Equipment: The general session room should have a podium, a microphone, a table for materials beside the podium and a flipchart with markers. A flip chart with markers should be available in each breakout room and a table for materials at the front of the room. Additional audio needs will be determined as needed. Additional Information: FACILITY MUST BE HANDICAP ACCESSIBLE. Bids must include the following information: 1. Per night sleeping room rate for single and double occupancy, not including tax. Include room tax separately. 2. A per person cost for all catering. We will only consider food costs which fall within federal per diem for your area. 3. Charges for meeting room space and audio-visual. 4. If not complimentary, transportation costs to facility. Please submit bids to: Corporation for National Service, 77 W.
