Description
PRESOLICITATION -- FY2001 MCON PROJECT P-326 REPLACE PIERS 10 AND 11, NAVAL STATION, SAN DIEGO, CALIFORNIA. This is a firm fixed price design-build construction contract. The work includes demolition of two existing piers, construction of a new concrete pier, and dredging of approximately 500,000 cubic meters. The new pier will include prestressed concrete support piling, cast-in-place concrete/precast concrete pier deck structure; resilient foam filled marine fenders; prestressed concrete fender piling; plastic fender piling; mooring fittings; high mast exterior lighting and curb lighting; pier utilities including low pressure compressed air piping, potable water, oily waste, sanitary sewage piping; pier electrical systems including underground transmission and distribution, shorepower and substations, pad mounted transformers, pier telephone distribution, fiber optics data transmission systems, utility control systems; and incidental related work. Existing piers to be demolished are 440 meter long by 15 meter wide concrete pile supported piers including existing mechanical and electrical systems. Disposal of dredged material will be to both ocean and upland disposal sites. -- Estimated cost is more than $10,000,000. Contract duration is 960 calendar days. -- This proposed contract is unrestricted. -- This is not a public bid opening. -- North American Industry Classification System (NAIC) is 23332 and the annual size standard is $27,500,000. -- The Government will award a two-phase design/build contract to the responsible offeror who provides a "Best Value" proposal. The procurement will consist of two (2) phases. Phase One proposers will be evaluated based on Factors (1) Past Performance, (2) Technical Qualifications and Experience, and (3) Proposed Subcontracting Effort. The highest rated proposers (not to exceed 5) will advance to Phase Two. The Qualified proposers will be evaluated on Factor (4) Project/Technical Management Approach and (5) price. Proposers are advised that the Government intends to evaluate proposals and award without discussions or any contact concerning the proposals received. Therefore, proposals should be submitted on the most favorable terms. Firms submitting technical and price proposals will not be compensated for specifications or documentation for specifications. -- Phase One will be issued on or about 29 November 2000 and will be limited to electronic medium at http://esol.navfac.navy.mil. Hard copies will not be available. -- Phase Two will be issued at a later date. -- A site visit and pre-proposal conference will be determined at a later date. -- All amendments to the solicitation will be posted on the Internet. Prospective offerors will be responsible for checking the website for any posted changes. -- The official plan holders list will be maintained and can be printed from the website. -- In accordance with DFARS 252.204-7004, all firms must be registered with the Central Contractors Registration (CCR) prior to any award of a contract.
