Description

The U.S. Postal Service is soliciting for pre-qualification of contractors who are interested in building new construction owned facilities. This pre-qualification is for Postal facilities that will range in size from approximately 6,500 to 11,500 gross square feet or approximately $650,000.00 to $1,400,000.00. The buildings will be based on the current version of standard building plans and specifications now being utilized in the New Construction Leased program. Construction type is concrete slab, wood frame, brick veneer, The U.S. Postal Service is soliciting for pre-qualification of contractors who are interested in building new construction owned facilities. This pre-qualification is for Postal facilities that will range in size from approximately 6,500 to 11,500 gross square feet or approximately $650,000.00 to $1,400,000.00. The buildings will be based on the current version of standard building plans and specifications now being utilized in the New Construction Leased program. Construction type is concrete slab, wood frame, brick veneer, composition roof and concrete paving on the exterior with painted gypsum board, suspended acoustic ceiling tile and vinyl or porcelain floor tile on the interior. Site purchase, as well as architectural design and construction administration services, shall be provided by the U.S. Postal Service. This solicitation is for the Southwest Area, which includes Arkansas, Oklahoma, Louisiana, and Texas. The Postal Service will place each successful contractor on a list of pre-qualified contractors that will be used for soliciting proposals for construction of New Construction Owned projects as described above. Solicitations for the projects described above will only be issued to those contractors whose names appear on the pre-qualified list. The pre-qualified list of contractors will be in effect for 24 months from the date each participant is notified of inclusion, and may be evaluated, reduced, added to or modified as deemed necessary every 6 months and with the potential of five one-year renewable options to extend the expiration of the list. Once a contractor is included on this list they will remain active unless repeatedly issued a solicitation that does not result in receipt of a competitive proposal by the USPS, and/or otherwise fail to satisfactorily perform under awarded contracts. In the event the number of pre-qualified contractors is not sufficient to insure "adequate competition," the Postal Service reserves the right to pre-qualify additional contractors who will be eligible to receive solicitations. Interested firms may obtain a pre-qualification package at no cost by submitting a written request to Kathy Alonzo at the Dallas Facilities Service Office, U.S. Postal Service, PO Box 667180, Dallas, TX 75266-7180. The pre-qualification package will be sent by mail to firms that request it; it will not be faxed to the firms. Primary factors that will be evaluated, based on factual information furnished, are: 1. Experience with Postal Service Contracts; 2. Experience with private sector projects; 3. Experience of your construction superintendent; 4. States in which your firm operates; 5. Home Office/Support Staff; 6. Bonding capability and capacity; 7. Financing capability; 8. Judgments and claims; 9. Sub-Contractor references; 10. Schedule of values; 11. Construction schedule. Pre-qualification statements will not be returned. Pre-qualification statements shall be submitted on form provided with attachments only as required by instructions contained within the Pre-qualification Statement and Evaluation Factors form.
