Description

The work is located at Headgate Rock Dam, on the Colorado River, in Parker, Arizona in LaPaz County. Headgate Rock Dam is approximately 3 miles Northeast from the intersection of Arizona State Highway 95 and California State Highway 62 in Parker, Arizona. The work site is on CRIT Reservation. Therefore, the solicitation is subject to TERO. This solicitation requires surfaces of existing exterior surfaces of three (3) turbine-generator units with associated components, bulkhead gates, lifting frame, fixtures, jigs and stands to be cleaned, surfaces prepared, and the coating material furnished and applied. The fixtures, jigs, and stands are uncoated items, and the remaining items are coated. Some of the existing coated items bulkhead gates and lifting frames will only require the existing coatings to be touched-up, where it has been damaged. The three turbine-generator units with associated components, will require the existing coatings to be cleaned, the surfaces prepared and new coatings applied. Government forces will be responsible for furnishing a crane and crane operator and providing access into the work area. The turbine-generator units will be available between January and April 2001. The time required for completion of all work will be published in the solicitation. We strongly recommend that all prospective bidders visit the site to examine the location of the work. Access to the work site is very limited and conditions at the site will affect the Contractor's operations. Prospective offerors desiring to visit the site of the work should communicate with Mr. Carlton Smith, Engineer, Chief, Parker Dam, telephone: (760) 663-3712. We request that bidders refrain from making site visit arrangements until after the solicitation has been issued. The estimated cost range of this project is $100,001 to $250,000. The North American Industry Classification System (NAICS) code for this project is 235210 (Painting and Wall Covering) and the small business size standard is $11.5 million. The method of procurement will be in accordance with FAR Part 14 -- Sealed Bid. This solicitation is set aside for HubZone firms. All responsible sources may submit a bid which shall be considered by the agency. The estimated issuance date of the solicitation is November 15, 2000. The estimated date for receipt of bids is December 15, 2000. The solicitation and specifications (except for the drawings) will be available from our web site on the day of issuance.
