Description
The work is located at Hoover Dam, on the Colorado River, in Clark and County. Hoover Dam is approximately 8 miles northeast of Boulder City, Nevada, and 32 miles from Las Vegas, Nevada, in Clark County, Nevada and Mohave County, Arizona. Principal features of the work include the following: (a) Contractor shall be responsible for providing a floating barge work platform to provide lake-side access to the drum gates. It shall be capable of carrying equipment, supplies, and personnel; (b) Contractor shall be responsible for design and fabrication of movable scaffolding systems to allow access to the upstream faces of the regulating gates. The gates will be in the down, or horizontal positions, to allow ease of access; (c) Surface preparation of defective or damaged areas of existing paint or coating and of all loose rust on ferrous surfaces shall be spot blast-cleaned to base metal. Feather the edges of existing sound coating surrounding the spot-cleaned areas to remove any abrupt edges. Roughen the surface of the feathered coating to achieve a matted or lusterless finish with a surface profile that will bond with new primer paints and coating materials. This includes the following: (1) Four regulating drum gates on the Nevada side of Hoover Dam, each approximately 16 feet in height by 100 feet in length. Surface area is approximately 20 feet (due to convex surface) by 100 feet, or 2,000 square feet for each gate, for a total of approximately 8,000 square feet; (2) Four regulating drum gates on the Arizona side of Hoover Dam, each approximately 16 feet in height by 100 feet in length. Surface area is approximately 20 feet (due to convex surface) by 100 feet, or 2,000 square feet for each gate, for a total of approximately 8,000 square feet; (3) Primer paint and final coating system shall be applied in accordance with the applicable industry standards for the particular product. The time required for completion of all work will be published in the solicitation. We strongly recommend that all prospective offerors visit the site to examine the location of the work. Access to the work site is very limited and conditions at the site will affect the Contractor's operations. Prospective offerors desiring to visit the site of the work should communicate with Mr. Don Bader, Field Engineer, Lower Colorado Dams Facilities Office, Hoover Dam, telephone: (702) 239-8248. We request that offerors refrain from making site visit arrangements until after the solicitation has been issued. The estimated cost range of this project is $250,000 and $500,000. The North American Industry Classification System (NAICS) code for this project is 235210 (Painting and Wall Covering) and the small business size standard is $11.5 million. The method of procurement will be competitive source selection requiring both price and technical proposals. The Government intends to utilize the trade off process permitting award to the Offeror proposing the best value to the Government, price and other factors considered. IN ACCORDANCE WITH FAR PART 15, PROVISION 52.215-1, INSTRUCTIONS TO OFFERORS -- COMPETITIVE ACQUISITION, THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD A CONTRACT WITHOUT DISCUSSIONS; THEREFORE, THE OFFEROR'S INITIAL PROPOSAL SHOULD CONTAIN THE OFFEROR'S BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. This solicitation is set aside for HubZone firms. All responsible sources may submit a bid which shall be considered by the agency. The estimated issuance date of the solicitation is November 15, 2000. The estimated date for receipt of bids is December 15, 2000. The solicitation and specifications (except for the drawings) will be available from our web site on the day of issuance.
