Description
Plastic Spare Parts. This is an unrestricted solicitation for commercial items using FAR Part 12. Requirements are Buttstock Subassembly, NSN: 1005-01-135-4973, PN: 9349119; Spacer, Stepped, NSN: 5365-01-267-2169, PN: 12597640; and the M203 Grenade Launcher HandGrip Assembly, NSN: 1010-01-384-3618, PN: 12012007. The estimated issue date is 20 Nov 00. The estimated date for receipt of proposals is 1 Dec 00. The Government intends to evaluate proposals/offers, without discussions with offerors, and award a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with five ordering periods. The total guaranteed minimum quantity is: 2,622 each-Buttstock Subassembly; 9,966 each-Spacer, Stepped; and 1,073 each-HandGrip Assembly. The government reserves the right to make multiple awards. Offerors should be aware that the government is not obligated to award any additional requirements or place any additional delivery orders other than the first delivery order for the guaranteed minimum quantity. Since no discussions are intended, each initial offer or proposal should contain the offeror's best terms from a price and delivery standpoint. Delivery shall be FOB Destination. These items are on the TACOM Qualified Suppliers List (QSL) for Plastic Spare Parts for Small Arms QSL-02. Only manufacturers on the QSL are eligible for award. A qualified manufacturer is a concern that has met the requirements for qualification and whose name and business address have been entered on the applicable QSL. QSL status must be in place prior to any award pursuant to this solicitation whether or not the name of the manufacturer is actually included on the QSL. Contractors should contact the Contract Specialist to arrange for qualifications. Unless determined to be in the Government's best interest, this acquisition will not be delayed in order to provide an offeror an opportunity to meet the standards specified for qualification. The provisions governing qualifications, and the applicable qualifications criteria may be viewed electronically at the following web site: http://www.tacom.army.mil/acqcen/qsl/qsl.htm. The requirement of this clause for status as a QSL concern at the time of award is in addition to, and does not abrogate, any requirement for an offeror to provide a Qualified Products List (QPL) item when such a requirement is specified. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c) therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. Offerors are notified of the following requirement: In order to receive the technical data package, all offerors are required to execute a nondisclosure agreement binding each offeror to the terms and conditions of the agreement. Copies of the nondisclosure agreement may be found as an attachment to the solicitation posted on the web. An official authorized to legally bind the company must sign the nondisclosure agreement. Upon execution of the nondisclosure agreement, return by mail to TACOM-Rock Island, ATTN: AMSTA-LC-CSC-C/Bobbie Stegall, Rock Island, IL 61299-7630, or datafax to (309) 782-3813, ATTN: Bobbie Stegall. Upon receipt of the signed nondisclosure agreement, a technical data package will be mailed to the offeror.
