Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. RQ65-01WN55585, issued as a Request for Quotation (RFQ), is for the purchase of 220 each Shunt Capacitors. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 97-20. This procurement is for full and open competition, NAICS 334414 with a size standard of 500 applies. Only one award will result from this solicitation, via the issuance of firm-fixed-price simplified acquisition order(s). Items are req'd to be delivered, FOB Destination, Elverta CA 95626. Gov'ts desired delivery time is 2 wks after receipt of order. The required items are General Electric part #59L419WC47061. Description: 315 kVAR, 18950 volt, 1 bushing 150 kv BIL capacitor. This is a brand name or equal requirement. Offerors shall submit descriptive literature (ref. FAR 52.214-21) if offering an "or equal" product. The literature shall consist of catalog cuts, illustrations, and brochures which shows the characteristics of the product being offered. The Government will utilize the descriptive literature in order to determine if the offered product meets the Government's minimum requirements and to establish exactly what the offeror proposes to furnish. Failure of an offeror to submit descriptive literature for a proposed "or equal" product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product(s) complies with the requirements stated above will result in the rejection of that product(s). BASIS FOR AWARD: The Gov't will make award to the responsible/responsive offeror whose offer will be most advantageous to the Gov't based on price alone. The provision at FAR 52.212-1 "Instructions to Offerors -- Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications -- Commercial Items" w/their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions -- Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items," with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era," 52.222-36 "Affirmative Action for Handicapped Workers," 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era," 52.225-3 "Buy American Act -- Supplies," and 52.232-34 "Payment by Electronic Funds Transfer-Other than Central Contractor Registration."
