Description
US Army CECOM and PM, MILSATCOM intend to issue a Letter Request for Proposal (RFP) to procure services and materials for the approximate period of performance of forty-four (44) months to add the Advanced Extremely High Frequency (AEHF) System Enhancement Program (SEP) to the Block 1 Single Channel Anti-Jam Manportable (SCAMP) system. The SCAMP is a Low Data Rate EHF Manportable ground terminal that communicates with the Milstar satellite constellation and other EHF satellites compliant to MIL-STD-1582D (SECRET NOFORN). The planned System Enhancement Program (SEP) will allow the SCAMP terminal to communicate with the AEHF Pathfinder satellite and future advanced EHF satellites at increased data rates. It is proposed to modify Contract DAAB07-96-C-A760 with Rockwell Collins, Inc., 400 Collins Rd, NE, Cedar Rapids, IA, to add this enhancement effort, in accordance with FAR 6.302-1 "Only One Responsible Source". It is proposed to issue this modification on a cost plus incentive fee basis with limited firm-fixed price and time and material and labor hour. Rockwell Collins is the current supplier of the SCAMP system. The Government does not possess deliverable data (drawings, BOM, etc.) on the SCAMP and is therefore unable to provide such data to any offeror. See Note 22.
