- Description
- The 746th Test Squadron of the 46th Test Group at Holloman AFB, New Mexico seeks firms having the capability to provide a field test environment to evaluate the Modernized Global Positioning System (GPS) signals. The solution envisioned is the design, development, and deployment of an Inverted GPS Range similar to the Inverted Range developed at Yuma in the 1970_s prior to the launch of GPS Block I satellites. A centrally controlled, ground-based constellation of ground transmitters will generate and broadcast a replica of the Modernized GPS signal structure. The test capability must allow for interoperability with NavWar assets. Initial tests will verify backwards compatibility with legacy GPS receivers and proceed to evaluate performance of the Modernized GPS receivers as they become available and to evaluate NavWar concepts of operation. The scope of this effort would be the (1) fabrication of the system, (2) acceptance testing and Initial Operating Capability (IOC) of the fielded system at White Sands Missile Range, New Mexico, and (3) initial operation and maintenance training of 746th Test Squadron personnel. The period of performance for this effort would be approximately 24-30 months from contract award to IOC. Responses to this announcement will be evaluated based on experience and personnel qualifications as applicable to areas (1) through (3) outlined above. Responses to this synopsis must be received within twenty-one (21) days from the date of publication. See Numbered Note 25. Responses must specifically address the capability areas outlined above as well as those in Note 25. Firms having an interest, capability, and background should submit their capability packages to 746 TS/TGGPA, Attn: Capt Brian L. Bracy, 1644 Vandergrift Road, Holloman AFB NM, 88330-7850. Technical questions should be addressed to Capt Brian L. Bracy at (505) 679-1953, e-mail _ brian.bracy@46tg.af.mil. Interested firms are invited to meet with Capt Bracy to provide inputs regarding this potential acquisition. For contractual questions, contact Mr. Mark Clapp at (505) 679-3305. The NAICS Code for this acquisition is 334511, and the size standard is 750 employees. Firms responding to this announcement should indicate whether or not they are a small business, hub-zone small business or small disadvantaged business concern as defined in FAR 19.001, and also if they are 8(a) certified. In order for this acquisition to be considered for the Section 8(a) Program or a small business set-aside, small businesses must be able to meet the requirement of FAR 52.219-14, Limitations on Subcontracting, i.e., the concern shall perform work for at least 50% of the cost of the design, fabrication and integration of the inverted range, not including the cost of materials. If applicable, small businesses must address any subcontracting or teaming required to meet the technical requirements. Based on the responses to this notice and the evaluation of qualifications thereto, the Government reserves the right to (1) set the proposed acquisition aside 100% for small business participation, (2) to contract with the SBA under the 8(a) program, or (3) solicit as unrestricted. Funds are not currently available for this acquisition, and this synopsis is for information and planning purposes only. It does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government.
