Description
This synopsis is for Environmental Inspection Services prepared in accordance with simplified acquisition procedures as supplemented with additional information included in the Request for Quote package. The EPA Region 10 is requesting quotes for compliance/inspection services as stated in the statement of work. Offerors are requested to provide a quote for Clin #'s 1-7 which includes options to extend services. A firm fixed hourly rate contract is anticipated. Specification follow: Clin #1 December 2000 -- Workplan development, compliance inspections, make recommendations on injection well construction, operation and maintenance, final report, travel, Work site located at BP Exploration Alaska (BPXA), Northstar site six miles offshore in the Beaufort Sea, North Slope of Alaska. Base quantity NTE 280 hours. Clin #2 March-April 2001 -- Witness Mechanical Integrity Tests (MIT) Class I nonhazardous waste wells to be inspected are: BPXA/Badami Site and Pad 3 in the Prudhoe Bay Eastern Operating Area and Phillips Alaska/Alpine Project in the Colville Delta, Class II disposal wells to be inspected are: Phillips Alaska/Alpine Project in the Colville Delta,Final Report,travel. Base quantity NTE 75 hours. Clin #3 Technical support -- remote technical support, compliance inspections, rapid response services (one week notice)NTE one trip to Alaska, Base quantity NTE 40 hours. Clin #4 Quantity Option 16 hours @ on-site hourly rate. Clin #5 Quantity Option 16 hours @ off-site hourly rate. Clin #6 Quantity Option 16 hours @ stand-by hourly rate. Clin #7 Travel/per diem for all applicable Clin #'s. Contract period: Date of award through 12/30/01. Offers will be evaluated based on technical capability to meet the requirement, price and past performance. Technical capability and past performance, when combined, are approximately equal to price. All inspections will be completed in accordance with the EPA or state primacy agencies through the Underground Injection Control (UIC) program as directed by Part C of the Safe Drinking Water Act. The UIC regulations, found at 40 CFR part 144-147, require that new Class I injection wells be permitted prior to construction. In Alaska, the EPA directly implements the regulation of Class I injection wells.
