Description

Requirement. This is a 100% small business set-aside. The Government intends to award approximately thirty-nine (39) personal services contracts to individuals who will serve as Liaison Officers (LO_s) to the Civil Air Patrol-United States Air Force (CAP-USAF). The positions will be located throughout the 50 United States, Puerto Rico and the District of Columbia. The LO will assist CAP-USAF with advice, liaison, oversight and other matters relating to the Civil Air Patrol (CAP). This includes, but is not limited to organization and planning, office operation, information management, cadet programs, finance, logistics, inspections, emergency services, USAF Reserve affairs, flight and ground safety, aerospace education, public affairs, aircraft and vehicle maintenance, flight operations, Air Force assigned missions, and other aviation matters related to the CAP. To be eligible for the requirement, the potential offeror must be officially retired from the USAF as a field grade officer before the anticipated contract award date (estimated to be 28 Feb 01); been a pilot or a navigator while in the USAF; have 500 hours of pilot in command time and possess a FAA commercial/instrument pilot license with at least a single engine land rating; and a current FAA Second Class Medical Certificate or better. Period of Performance. In addition to the one-year basic period, the Government intends to include four (4) 1-year option periods. Small Business Set-Aside. The Government intends to make this a Small Business (SB) set-aside. For purposes of this acquisition, the North American Industry Classification System is 541611, which corresponds to the Standard Industrial Code 8742. The business size standard is $5 million. Small, Historically Underutilized, and Women-owned businesses are encouraged to submit a proposal. A draft Statement of Work (SOW) was posted for industry comment on or about 16 Oct 00. Estimated solicitation release date is 4 Dec 00. Past performance information will be due 156 Dec 00. Proposals will be due approximately 5 Jan 01 (the Solicitation will contain the exact dates). Perspective Offerors must have the financial backing to defray mobilization and operating cost for approximately sixty (60) to ninety (90) days. Internet and e-mail capabilities are a must!
