Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is NOT a solicitation, request for proposal or invitation for bid, but market research to determine potential sources and feasibility. The Government does not intend to award a contract or any other type of agreement on the basis of this synopsis, or to otherwise pay for the information solicited under this synopsis. The government is interested in fielding a capability to test installed JTIDS equipment inside an anechoic chamber test facility. The overall test capability will include the ability to simulate a JTIDS network, generate JTIDS messages representing the network participants, and broadcast the signals through a JTIDS terminal device and antenna to the system under test (SUT) inside the chamber. The test capability should also include a capability to initialize the terminal for the simulation and provide monitoring and recording capability for the test. The initial capability should support testing JTIDS equipment with the stand alone simulation capability. A follow on effort will require the simulator to interface with an external simulation for testing JTIDS in conjunction with other aircraft sensors/avionics systems. The following is a breakdown of the desired simulator capabilities: 1) Simulate a JTIDS (Link 16) network with multiple network participation groups, generating messages as a result of simulated sensors on the participants and their interactions in the tactical scenario. Simulate other players in the tactical scenario. Simulate the SUT in the tactical scenario, allowing the SUT to interact as part of network participation groups. Simulation of other type networks (e.g., Link 11, Link 22) is desired. The simulation capability should be able to interface with multiple terminal devices to generate the messages for stacked nets. 2) Generate scenarios (e.g., simulated network participants, other simulated players, SUT, live network participants ) and all required initialization data for the simulation of the JTIDS network. 3) Define JTIDS network or import definition of JTIDS network (e.g., time slot allocations, frequency allocations). 4) Emulate JTIDS host computer messages for different type aircraft (e.g., F-22, F-18, F-16, F-15), and interface to appropriate JTIDS terminal equipment for each. Enumerate type aircraft and terminals supported. 5) Emulate JTIDS terminal messages for different type aircraft and interface to appropriate JTIDS host computers for each, via avionics bus. Enumerate type aircraft and terminals supported. 6) Provide support for J Series Messages, Interim JTIDS Message Set (IJMS), or other variants. Describe message sets supported. 7) Provide flexibility to simulate and generate other Links with simulators (e.g., Link 11, Link 4, Link 22). Describe other links supported. 8) Provide for low power JTIDS terminal (transmit and receive) capability to handle message generation at radio frequency and interactions with the SUT. Terminal capability shall also be able to adjust timing of messages for the simulated distances between JTIDS participants and the simulated position of the SUT, taking into account the distance between the antenna position and SUT antenna inside the chamber. (Provide growth option to configure terminal with power amplification to support integrated operations with live participants in local area). 9) Initialize the simulation and terminal capability for scenario position of participants and other players. Initialize the Link 16 network, and terminal device. 10) Provide monitoring and recording capability for simulated network transmissions and SUT transmissions. 11) Provide data reduction capability for recorded messages. 12) Provide descriptive information on simulator software architecture (e.g., message processors, programming language, modularity, data dictionaries, software modules, communications mechanisms between software modules, host computers, terminals). 13) Provide descriptive information on the simulator_s host computer, operating system, memory, storage, processor (s), and provisions for handling Classified data sets. Firms who respond to this notice are requested to provide information on their ability to support all or part of the desired JTIDS simulator capabilities. Information should include: 1) Description of current product line that supports desired capability. 2) Experience in supporting JTIDS testing. 3) Software and hardware support base for the capability. 4) Lead time required to deliver capability. 5) Rough order of magnitude pricing. 6) Planned improvements (w/schedule/pricing). 7) Maintenance provisions and costs. Firms should also identify any on-going Government contract vehicles they have for the same or similar work. Responses to this announcement should be unclassified. Any company proprietary information shall be separately marked. Responses are due 21 days from publication of this synopsis, and may be faxed, emailed or sent hardcopy. Responses shall be limited to five pages maximum, single spaced, single sided and shall be submitted in 5 copies. Equipment drawings, diagrams, or figures may be provided as an attachment to response to clarify stated capabilities.
