Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Solicitation number: Request for Proposal DASW01-01-R-0005 Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. Line Items: CLIN 0001, Quantity 253,953 each, Option 126,977 each CLIN 0002, Quantity 253,953 each, Option 126,977 each CLIN 0003, Quantity 253,953 each, Option 126,977 each CLIN 0004, Quantity 253,953 each, Option 126,977 each CLIN 0005, Quantity 253,953 each, Option 126,977 each Defense Security Service (DSS) intends to award a contract to Experian, Inc., San Francisco, California for Consumer Credit Reports. DSS has developed the Automated Credit Reporting System (ACRS) which has enabled the agency to obtain consumer credit reports directly from the three national credit vendors, Equifax, Experian, and Trans-Union. Each of these vendors has geographical areas of strength and weakness (as reflected by the completeness of their credit reports on individuals in a given locality, as well as by their market share of the local businesses which report credit transactions to them and request credit information from them). All three of the national vendors provide their clients with zip code tables depicting their self-proclaimed areas of strength and weakness. Based on a review of these zip code lists and studies conducted by two other government agencies, DSS has determined that Experian affords the most complete and accurate information for approximately 30% of the United States, Mexico, Puerto Rico, and overseas military addresses. The proposed contract is Indefinite Delivery Indefinite Quantity (IDIQ) for 5 years to include options for all 5 years. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to complete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
