Description
Sources Sought for Contractor Operated Civil Engineer Supply Store (COCESS)at Little Rock AFB, AR. Little Rock AFB is currently researching the capability of commercial vendors operating the Civil Engineer supply store. Requirement: To purchase and provide civil engineering (CE) related materials (i.e. electrical, plumbing, heating, air conditioning and construction supplies for the CE squadron at Little Rock AFB AR. (LRAFB). Projected length of contract would be the basic year ( 1 May 2001-30 Sep 2001) with four additional option years renewable on 1 October each year through 30 Sep 2005. Contractor would be required to work on-site (LRAFB) in a government provided facility adjacent to the Material Acquisition Section. The store must be manned 8 hours a day, Monday through Friday (emergency response time outside of normal hours is 4 hours). Contractor would be required to maintain an on-hand bench stock of approximately 600 line items for immediate issue to CE craftsmen. Capability must exist to provide timely acquisition and delivery of approximately 4,000 additional non-bench stock items per year, ranging from miscellaneous hardware to large capacity air conditioning units/chillers. Items will be price listed and non-price listed. Acquisition/ delivery times for non-stocked items would depend on urgency of need, ranging from 1 to 30 days-the norm for the majority of items would range from one to two weeks. The government would reserve the right to cancel any items at no cost to the government for items not received within the prescribed time frames. Supplies, equipment and services such as telephone services and equipment, materials handling equipment (fork lift), office supplies and administrative support (duplicating equipment or services, custodial supplies) necessary for the operation will be provided at the contractor's expense. The government will provide storage and office facilities as follow: Inside office/storage space: 3,358 SF Office: 374 SF Outside Storage : 600 SF Sufficient storage bins/cabinets/racks to accommodate storage of mandatory bench stock will be provided. Office equipment (i.e. desks, tables, chairs etc.) to accommodate approximately 3 contractor employees will be provided by the government. Inventory Management: The contractor shall use the Civil Engineer Material Acquisition System (CEMAS) to maintain the inventory of all items identified as bench stock. The contractor will also use the CEMAS to process counter sales to authorized personnel and for the movement of stock items issued from stock and delivered to the CE receiving section. The equipment, software, and initial training will be provided by the government. Regulatory compliance: The contractor and employees will comply with all appropriate DOD/Air Force/local base regulations policies and directives. Base Security, Fire Prevention and Safety Personnel may make periodic routine inspections for regulatory compliance. Hazardous Materials: Hazardous materials stocked by the contractor mush have prior approval from Bio/Safety/Environmental agencies prior to purchase and stocking. Also, each hazardous item issued to CE Personnel must be accompanied by a Material Safety Data Sheet (MSDS). All contractor personnel shall be trained on proper handling and storage of hazardous materials by the contractor. Personnel: The contractor must ensure that sufficient personnel are available at all times during store hours, whether normal or emergency operations to provide uninterrupted across-the-counter sales and emergency request, regardless of other normal daily work requirements. Store manager: The contractor shall provide a store manager who shall be responsible fo the quality and performance of work. The store manager shall have a minimum of 3 years experience in merchandising the types of materials required under the contract, warehousing, cross-referencing, and selling commercial building trade supply items. The store manager shall be empowered to purchase all required items and have full authority to act in behalf of the contractor on all contract matters. Quality Assurance: The contractor's performance will be evaluated and documented on a regular basis by a government representative. The contractor must prepare and submit a Quality Assurance Plan prior to execution of the
