Description
This is a Pre-Solicitation notice for a full and open competition. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The Government anticipates issuing a Solicitation on 12/04/00 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is 1/8/01, with an estimated award date of 3/15/01. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. The prospective contractor should possess skills in the areas of traffic engineering, software and communications engineering, traffic signal control, and traffic simulation. The scope of work involves (1) provide a mechanism to resolve software coding errors for all Traffic Software Integrated System (TSIS) users including the more than 1,100 licensed users through McTRANS and PCTRANS and provide technical support for on-going federal research programs using TSIS, (2) develop and maintain the next generation of testbed to serve the ITS and traffic engineering community, and (3) provide highly skilled technical support personnel, onsite at Turner Fairbank Highway Research Center (TFHRC) to assist FHWA in advancing the state-of-the-art in traffic engineering management. The FHWA anticipates awarding a contract consisting of a base period of two years and three option years for a total of five years. The NAICS code for this solicitation is 541710, Research and Development in the Physical, Engineering, and Life Sciences. The due date shown above is merely an ESTIMATE of the date on which proposals will be due. The ACTUAL due date for the FHWA receipt of proposals will be stated in the RFP.
