- Description
- DESC: The U. S. Army, STRICOM is seeking qualified sources and information for simulation-based Commercial-off-the-shelf (COTS) small arms marksmanship training systems or devices for use at the individual and collective levels. For the purposes of this announcement the simulation-based marksmanship systems include individual combatant shoulder-fired and crew served weapons. Additional sources and information are sought for simulation-based COTS small arms maintenance training. Sources and information are sought on both part-task and full-task training systems. Interested parties should have previous experience in manufacturing and maintaining existing marksmanship training systems. Data sought must include: 1) Product description; 2) Technical papers and merit-based comparative evaluation reports; 3) Existing training system location and military sponsor. Information on permanent, relocatable, and portable systems may be included. Supporting data may include photos, and /or video tape presentations of systems in use. System description should include a description of: 1) After-Action Review (AAR) capabilities; 2) Any associated computer-based tutoring or coaching systems; 3) Individualized instructional capabilities; 4) Embedded, clamp-on, sub-caliber, or simulated weapon system capabilities; 5) Mock-up or replica weapon systems used; 6) description of recoil, blast, flash, noise and smoke if simulated or represented; 7) Weapon malfunction simulation capabilities and limitations; 8) Target feedback mechanism used; 9) Type of training supported including individual, basic, advanced, collective, offensive and defensive events; 10) Availability of scenarios for use in open terrain or MOUT conditions; 11) Number of personnel trained in one session; 12) Number of non-firing support personnel required for operation; 13) Feedback mechanism used -- immediate, delayed, local, or networked capabilities; 14) Firing record contents -- aimpoint, hits, misses, firing record of each individual round in burst, etc; 15) system used to measure aiming error, if any; 16) System used to allow individual aim point, sight adjustment or zeroing procedures; 17) Type of training record created -- individual, collective; 18) Measures of Effectiveness collected- Number of hits per scenario (Total number targets available to be hit) per scenario, Aiming Error (radial standard deviation) per range, Time to first hit, Rounds to first hit, Time to first trigger pull, Time to shift (re-lay sights) between targets, Average time between shots, Hits to Shot ratio per target; 19) Type of suppressive fire criteria used, if any. 20) Electrical power requirements; 21) Space (footprint) required; 22) Type of terrain or scene representation used; 23) Any other pertinent features or capabilities not covered above. Selected training system vendors may be asked to provide on-site demonstrations at STRICOM headquarters in Orlando, Florida at their own expense.
