Description

The U.S. Department of Energy anticipates issuance of a competitive solicitation, and seeks potential sources, for four SDSL telecommunications circuits, two for its Forrestal Building Headquarters in Washington DC (1000 Independence Ave.SW, Washington DC 20585) and two for its Dallas TX Field Office (1999 Bryan Street, Dallas, TX, 75201). Each of the four circuits will be acquired at either the 1.5MBs or 2.0 Mbs minimum bandwidth. The solicitation will include line items for both alternatives for each of the four circuits to be awarded. Bidders will not be required to price both bandwidth alternatives for both locations. Since multiple service providers are acceptable, the Government reserves the right to make multiple awards from the solicitation should circumstances warrant. The Sealed Bidding acquisition methodology will be used and the acquisition is designated as a Small Business Set-Aside. The requirement will cover circuit installation within 30 business days of award, and a Service Level Agreement for a Base Year, with up to four Option Years covered by Service Level Agreements, for a maximum period of performance of five years. Each Year will be separately priced for each circuit bandwidth alternative and each location. Also, "package prices" for each location and for the entire requirement will be permitted. Site inspection of both DOE locations will be provided for in the solicitation process. The Government requires either bidder acceptance of one of its IP addresses on the SDSL router (modem) interface connected to its equipment, or bidder provision of a minimum of 5 public IP addresses. Since service continuity is essential, service interruption credits will be included in the contract. The minimum Service Level Agreement requirements are summarized as follows: (1) Average network availability 99.5 % per calendar month measured from the service providers CPE to their Internet gateway, or 99% end-to-end network availability between two service provider controlled nodes within the USA. (2) A one way average monthly latency for a 64 byte packet of 30 milliseconds from the customer CPE to the Internet Gateway or 150millisecond round trip average monthly Internet latency between two service provider controlled nodes within the USA. (3) Average monthly Internet packet loss not to exceed 1 % between the CPE and the Internet Gateway or 3% end-to-end where the service provider controls both nodes. (4) Rapid provider notification to EIA of any business day network outage within 15 minutes of the incident, by telephone or email. (5) Mean Time To Repair of 3 hours every calendar month. The repair time is the time between when a call is opened and service on the circuit from the CPE to the Internet Gateway is restored. Potential bidders desiring notification of release of the solicitation should provide the Government with point-of-contact information (firm and individual name, phone/fax numbers, Internet addresses).
