Description

(i) This is a COMBINED SYNOPSIS/REQUEST FOR QUOTE, for Headquarters, U.S. Marine Corps for professional services to research and locate living descendants of 300 deceased U.S. Marines, for the Marine Corps Casualty Branch at Headquarters, U.S. Marine Corps, Quantico, VA 22134. (ii) This requirement has been prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 13., as supplemented with additional information included in this notice. This announcement constitutes the only request for quote. A WRITTEN REQUEST FOR QUOTATION WILL NOT BE ISSUED. Offerors may however request a copy of the Statement of Work by e-mailing their request to the Contract Specialist; carneykm@hqmc.usmc.mil or the Contracting Officer christainsonee@hqmc.usmc.mil. (iii) This acquisition is a 100% Small Business Set-Aside. The applicable Standard Industrial Classification (SIC) Code is 8732 and the small business size standard is $5.0 million. (iv) This requirement is issued as a Request for Quotation (RFQ) #M00027-01-Q-2506. It is the Government's intent to award a Firm Fixed-Priced purchase order. (v) A description of the required services is for a Genealogical Search of deceased Marines with the purpose of finding their living descendants, which have not been located. The Marine Corps currently has 300 missing Marines lost in operations from Korea and Viet Nam who are unaccounted for and for whom no family has been located. This contract shall attempt to locate as many of the 300 missing Marine families as possible. The Contractor shall not have direct contact with any relatives of the Marine. Place of performance will be at the contractors site. Period of Performance is approximately nine months. (viii) The quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20, of Oct 11, 2000. (ix) The provisions of FAR 52.213-4, Terms and Conditions -- Simplified Acquisition (Other Than Commercial Items), plus any subsequent addenda, applies to this advertisement. Access to the FAR may be obtained via Internet: http://www.arnet.gov/far. (x) A Best Value Award will be made to that offeror who demonstrates successful past performance. Offerors must submit at least three references (names, addresses, phone numbers) demonstrating successful past performance. (xi) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition. Additionally under paragraph (b) thereof, the following sub-paragraphs are hereby checked, (1), (5), (7), (11), (12), (13 -- 16), (19), (23), and (26) regarding which, if any, additional FAR clauses cited in the clause are applicable to the acquisition. (xii) In accordance with FAR 32.1101, only offerors who have a valid trading PARTNER REGISTRATION in THE CENTRAL CONTRACTOR REGISTRATION (CCR) SYSTEM will be considered for award. Offerors must furnish a DUNS (DUN AND BRADSTREET) Number, a TAXPAYER ID Number (TIN), and CAGE CODE NUMBER with their Quote. (xiii) Quotes are due no later than 2:00 PM, Local Time, on 13 DECEMBER 2000.
