- Description
- The DOC/NOAA/Pacific Marine Environmental Laboratory (PMEL) has a requirement for the services of a contractor to provide to complete development of and deploy an OAR Financial Database Management System (FDMS) designed to meet the informational needs of managers as well as administrative/budget personnel. The project has already passed through the initial requirements identification and system design stages. It has been developed in Microsoft Access and will provide managers with easy access to current financial information, in a readily retrievable format, at the organizational and operating unit levels. For administrative and budget staff, access to more detailed information is needed and the user must be able to customize data retrieval and report formatting to meet changing informational needs. The FDMS system must combine local commitment data (e.g. Access based system) with the official NOAA FIMA (Financial Information Management Accounts), ORACLE based, in a seamless Windows based format, as well as incorporate data downloaded from two additional ORACLE systems, the NOAA Personnel database and CAMS (Commerce Administrative Management System). Two of the three ORACLE systems are located on a VAX and the third is on a UNIX machine. All data must be encrypted for security/Privacy Act reasons. The FDMS systems will be deployed across all the operating Units of OAR and a consolidated SQL Server database at PMEL, coupled with a replication of the consolidated SQL Server database at OAR Headquarters will comprise the SuperFDMS. In order to perform the tasks outlined in the scope of work, prospective contractors must be able document skills/experience using Visual Basic 6, ADO, Access 2000 (including Reports, Queries, Forms), VBA, API/DLL programming, and strong SQL skills. Contractors must be able to show they know and understand Windows, NT, Networks, Share/Access, and User Login/Security. System architecture is in place, therefore, prospective contractors will need to be able to document that they have experience and skills with code commenting, naming conventions, coding standards, team environment/code sharing, and are able to understand and read table relationship diagrams. The primary place of performance will be at the Government site in Seattle, WA. The performance period will commence upon award for a period of one year, with actual deployment of the system no later than 02/28/01. A Firm Fixed Price contract is contemplated and will contain a base period of one year and one (1) one-year option. This acquisition has been determined to be subject to Part 12 of the Federal Acquisition Regulation (FAR) regarding the acquisition of a commercial item and requires a proposal submission. This is a Request for Proposals (RFP) under Solicitation #52ABNR-1-00024 and is 100% small business set-aside. The North American Industry Classification Systems code (NAICS) is 541511 with a size standard of $18 million. This RFP is scheduled for release on or about November 22, 2000, with proposals due 20 days thereafter. Telephone requests will not be honored.
