F64605-01-R-0001, This is a sources sought synopsis announcing the OMB circular A-76 Cost Comparison Study of the Furnishings Management Office (FMO) functions at Hickam AFB, HI. The intent of this study is to determine the most efficient and cost effective method of providing the duties whereby the contractor provides all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform all Furnishings Management Office tasks and functions as defined in the Statement of Work (SOW) except as may be specified as Government Furnished Property (GFP) and services. The SOW will be made available in the Government solicitation due in the first quarter of 2001. A contract may or may not result. The warehousing and inventory may be located off-base at contractor facilities or other areas as the contractor deems necessary, or in warehouses on Hickam AFB. A determination will be made shortly. The warehousing currently utilizes about 50,000 square feet, but can utilize less space. The delivery and pickup shall be to on-base family (MFH) and unaccompanied housing (UH), and private quarters located on the island of Oahu. The contractor shall counsel members on entitlements, responsibility and occupant liability. Schedule delivery and pickups on dates requested. Check all issued items and turn-ins for proper identification, quantity, cleanliness, and document the equipment condition. Assemble and disassemble furnishings. Initiate reimbursement procedures when liability is determined by the Functional Commander (FC). For suspected abuse or neglect, initiate a Report of Survey per established procedures. Prepare occupant abuse letter and Pay Adjustment Authorization or Cash Collection Voucher. Provide supporting documentation to include photographs of damage, and other evidence. Perform annual furnishings and appliance assessment ensuring full accountability for all assets. Replace and/or repair furnishings and appliances. Maintain warranty data and date of delivery of furnishings and appliances to be used in determining depreciation allowances and replacement requirements. Ensure loaner kits are provided for a maximum of 90 calendar says. Submit hardship/exception requests for furnishings and appliances to the Quality Assurance Personnel (QAP). Maintain supply and equipment accounts for MFH and UH furnishings, and appliance assets. Repair, replace, or dispose of furnishings and appliances. Obtain entomology services to exterminate insects, rodents, etc., immediately after identification. This is a five day per week requirement. THIS IS A REQUEST FOR SOURCES SOUGHT ONLY. THE GOVERNMENT DOES NOT INTEND TO PAY FOR ANY INFORMATION OR INQUIRY SUBMITTED AS A RESULT OF THIS SYNOPSIS. A solicitation shall be published in the first quarter of 2001.
