Description

The Fleet and Industrial Supply Center Puget Sound (FISCPS) has a requirement for upto 26 each, hydraulic oil coolers, in accordance with Mil-C-15730M. The units, to be installed on U.S. Navy minesweepers, shall have a magnetic permeability of 2.0 or less, and be shock tested in accordance with Mil-S-901D. The resulting contract will be Indefinite Delivery Indefinite Quantity (IDIQ), with a NTE base quantity of upto 10 units, a FY02 option for upto 8 units, and a FY03 option for upto 8 units. Delivery to the Puget Sound Naval Shipyard will be required within 26 weeks after delivery order issuance. This acquisition will be solicited on a "non-commercial" basis, utilizing the procedures of FAR Part 15, Negotiated Acquisition. It is anticipated that the RFP will be issued on or about 05 Dec 00 and close on or about 05 Jan 01. Evaluation will be based upon a best value analysis, with past performance being moderately more important than price. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link "www.neco.navy.mil". All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFP from the NECO website (WinZIP is required) and to frequently monitor that site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to "victor_b_angkico@puget.fisc.navy.mil" will be accepted in the event an offeror experiences problems downloading the RFP from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFP and/or amendments will be mailed. All responsible sources may submit an offer/bid which, if timely received, shall be considered by FISCPS. Note 26 applies.
