This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 51ABNA10022 is issued as an invitation for bid (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This procurement action is full and open. General specifications provided apply to all items of furniture. Detailed specifications are included for each type of furniture and apply to all sizes of that type. Drawings showing the general configuration of each type of furniture are available. Contact Don Caldwell at 206 526-4549 to receive a copy of the drawings. These are general arrangement sketches and do not show all features or configurations. The contractor may use their own standard models provided they perform equivalent to the items shown, are dimensionally as required by the list of furniture, and meet the specific requirements in the specifications that follow. General: Furniture provided shall be of commercial marine quality, specifically designed and built for installation aboard ships. Navy specification for furniture construction Mil-F-902 shall be used as guidance for the quality and finish of furniture. Material and hardware used shall be as required in that document. Furniture shall be constructed of aluminum in order to minimize weight. All drawers and doors shall have positive latches designed to prevent opening due to rolling and pitching. Furniture shall be modular in design to allow individual components to be rigged aboard through the ships doors. Cabinets, desks, and bureaus shall be designed for mounting together to form a single unit. Furniture shall be installed by a shipyard performing repairs on the vessel beginning in February 2001, therefore all furniture should be available no later that Feb 15, 2001. Foundations or sub bases for mounting the units is already existing or will be provided by the shipyard. All metal is to be painted with a baked enamel finish. Color is to be a light beige. Hardware, including drawer pulls, locks, door handles, etc, shall be marine grade nickel plated brass or similar as described in Mil-F-902. Desks, cabinets, and wardrobes shall have keyed locks. Lock sets shall be matched so that a single key will operate one set of items. A master key shall be provided that will operate all locks. Two sets of keys shall be provided for each group of locks. Berths: Berth units shall be either single or double as indicated in the list of furniture. All berths shall be the same standard dimension except for the one long double berth. Maximum outside dimensions of the remainder of the berths is 35x81 inches. This cannot be exceeded due to configuration of staterooms. The long double berth shall have outside dimensions of 35x87. The bunks shall have raised sides which form a pan at least four inches deep to prevent the mattresses from sliding off in a seaway. Double berths shall be designed to provide 30 inches clear headroom between the bottom mattress and the underside of the upper bunk. All bunks shall be provided with new inner spring mattresses. All berths shall be built to incorporate storage areas approximately six inches deep below each of the bunks. The stowage shall be accessible by raising a top cover that forms the mattress support. The cover shall be stiffened to prevent undue flexing or deformation while raised and shall be provided with a prop rod or similar means of holding the cover in the raised position. Double berths shall be provided with steps to the upper berth. Steps shall be universal to allow installation at either end of the berth. All berths shall be provided with sea rails for each bunk which may be mounted on either side of the bunk. Double berths are to be provided with curtain tracks. Tracks shall be installed by the shipyard contracted to install the furniture and are to be supplied as loose outfitting. Curtains will be required for all double berths but will be provided at a later date. Due to differences in overhead heights for each stateroom, curtains must be supplied after dimensions are provided by the shipyard. Bureaus: Bureaus (drawer units) are all to be provided with three or four drawers as indicated on the furniture list. Drawers shall be designed to withstand a minimum static load of 100 pounds when fully opened and be capable of normal operation with this load. Drawer slides shall use rollers or similar means and not slide with metal on metal contact. Desks: Desks shall all be provided with 16 inch wide drop leaf writing surfaces. The writing surface shall be of a durable dent resistant material and be capable of supporting a 150 pound static load in the center of the leaf. Desks shall have an interior 9 inch deep book shelf located at the back with a minimum of 12 inch clear vertical space and a inch retaining lip. A switched flourescent light shall be mounted and wired inside of the desk at the top front of the interior. The light shall be wired into a duplex receptacle box located at the back of the desk. Cabinets: Cabinet units shall all be double door units. Cabinets shall be designed to have a sea rail or utility rack mounted on top for stowage of personal gear. The sea rail/utility rack shall be approximately four inches high and enclose three sides of the cabinet top. Cabinets shall all have double doors and an internal mid-height shelf. Wardrobes: All 72 inch high wardrobes shall have a drawer installed at the base. Wardrobe doors shall be provided with towel bars below the handles for the doors. Wardrobes shall be provided with sea rails or utility racks on top similar to the cabinet units. Wardrobes shall all have hanger bars installed inside.
