Description
This announcement constitutes a Sources Sought Synopsis. The following information is provided to assist the National Guard Bureau Printing and Distribution Center (NGB-ADP) in conducting a market analysis to identify commercial sources to fulfill of NGB-ADP requirements. This announcement is for planning purposes only. This is neither a Request for Proposal nor an Invitation for Bid. This Potential Sources Sought is organized in four parts: 1. General Requirements; 2. Specific Requirements, 3. Format of Proposals, 4. Cost Proposals; 1. GENERAL INFORMATION: The purpose of this sources sought synopsis is to acquire information on a digital printing system. A single module must seamlessly interface with a Xerox, DocuTech Model 135 currently in use at NGB-ADP facility. 2. SPECIFIC REQUIREMENTS: A) SCANNER/INPUT: Must be network capable so as to accept electronic files. Must scan hard copy masters up to 65 pages per minute. Must be able to store scanned jobs for future use. Must have ability to convert scanned jobs to PDF format. Input and output components must be separate units so operator may program, scan and print jobs at the same time. Must be capable of scanning documents sizes from 8x10 inches to 11x17 inches. Feeder must handle up to 100 sheets of 16-24lbs stock, with automatic two- sided scanning. Must be able to modify (cut, paste mask, rotate, reduce etc.) scanned documents electronically. Must be able to merge hard copy and electronic documents. Must be capable of multi-up printing. Must have queue management capabilities. B) PRINTER: Must print a minimum of 180 pages per minute on 8.5x11 inch stock. Must use electrostatic laser printing process. Must be able to print simplex, duplex or mixed. Output resolution 600x600 dpi. Must print on stock sizes from 8.5x11 inches to 11x17 inches. Must print on stock weights from 16-lb writing to 110-lb index. Must be able to mix different stock weights and colors within a single job. Must be able to print on transparencies, full cut table, label stock, and paper with reinforced edges. Must be able to accept preprinted stock. Must be able to load paper while system is running. C) FINISHING: Must be able to deliver product to a top tray or stacker. Stacker must be able to offset. Must be able to unload stacker while system is running. Stitcher must be able to single or double stitch, in landscape or portrait position, 2-70 sheets of 20-lb stock. Binder must be able to hot glue or tape bind 15-125 sheets of 20 lb stock. 3: FORMAT OF PROPOSALS: Suppliers capable of providing this requirement shall submit product information, which specifically addresses the salient characteristics identified herein. Please include a point of contact and information regarding product availability on the GSA Schedule. All information submitted in response to this sources sought shall be received no later than 27 December 2000. The Government will not pay otherwise reimburse respondents for information submitted. Offerors are urged to attend a pre-solicitation conference to be held 10:00 am, 19 December 2000 at the USPFO for Maine, Building #39, Camp Keyes, Augusta, Maine Conference room. The purpose of this conference will be to summarize NGB-ADP requirement, provide a walk-through of NGB's existing printing plant, provide offerors an opportunity to speak about any product brochures, description or information they are submitting. Offerors must provide three (3) references, preferably references that include other government entities, professional services organizations and/or commercial enterprises having similar printing volumes 4. COST PROPOSALS: NGB-ADP seeks a wide variety of cost approaches to be identified in a straight forward manner. 1:) Straight purchase price for the entire configuration being proposed, excluding operting labor, but including installation, with annual maintenance costs identified, and any other fixed or variable (click) costs and how click charges are calculated; 2:) Straight monthly lease price with annual maintenance cost and copy click. NGB-ADP anticipates conducting a full and open competition to award a firm-fixed price contract with a one-year base lease period and a one-year option. SIC Code: 5043.
