Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-01-T-0035 applies and is issued as a Request for Quotation. This procurement is a small business set aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and Defense Acquisition Circular 91-13. The North American Industry Classification System (NAICS) code is 333298 and the business size standard is 500 employees. Fleet Contracting Center, Mayport Fl intends to purchase on a full and open competitive basis two Ultrasonic Vapor Degreasers. This requirement is for a fixed priced contract for one line item as follows. Line item 0001 Ultrasonic Vapor Degreaser, Quantity 2 each, in accordance with the following specifications. STANDARDS MILITARY MIL-C-24196A NOTICE 1 Cleaning System, Ultrasonic OTHERPUBLICATIONS: U. S. DEPARTMENT OF LABOR OSHA 2206- General Industry, OSHA Safety And Health Standards (29 CFR 1910). The ULTRASONIC VAPOR DEGREASERS shall be a plug in installation type and one of the manufacturer's current production models. They shall be capable of performing its intended function in accordance with the operation and performance requirements specified herein. These ULTRASONIC VAPOR DEGREASERS shall be used in the Electrical Instrument Shop to perform meticulous cleaning of aircraft instruments bearings and electromechanical assemblies. System Components. The equipment shall consist of, but is not limited to the following principal components, attachments and accessories necessary to meet the operational and performance requirements specified herein: Ultrasonic Generator. The ultrasonic generator shall be solid state with automatic tuning cycles. The ultrasonic generator shall provide sufficient energy in conjunction with the transducers to meet cleaning requirements. Power output to the tank bottom surface shall be from 2.5 to 5 watts per square inch. Transducers. The Ultrasonic Vapor Degreaser shall have piezoelectric crystal transducers. Output frequency of the transducers shall be 24 to 40 kilocycles. The transducers shall be bonded to the bottom of the rinsing tank. The transducers shall be geometrical arranged to ensure uniform energy distribution in the cleaning and rinsing tanks. Cleaning Tank. The cleaning tank shall be made of 12-gauge stainless steel 300 series. It shall be insulated for heat efficiency. It shall have minimum dimensions of 10 inches long x 12 inches wide x 10 inches deep with a minimum solvent capacity of 8 US gallons. The tank shall be fitted with a drain connection and a drain valve. Cleaning tank shall have an independent recirculation and filtration system capable of filtering from .5 to 5 microns. Tank shall have a low liquid level and high temp cut off. The tank shall be marked showing the proper fluid level in order to avoid spillage. Rinsing Tank. The rinsing tank shall be made of 12-gauge stainless steel 300 series. It shall be insulated for heat efficiency. It shall have minimum dimensions of 10 inches long x 12 inches wide x 12 inches deep with a minimum solvent capacity of 10 US gallons. Rinse tank shall have an independent recirculation and filtration system capable of filtering from .5 to 5 microns. The tank shall be fitted with a drain connection and a drain valve. Recirculation and Filtration Systems. The systems shall consist of independent pumps and filters. Pump. A stainless steel pump suitable for use with all commonly used organic cleaning solutions shall be provided. Pump shall be protected from damage by fluids. Filters. Filters shall be provided to maintain a useful cleaning solution life span. The filters shall be fitted with a device to indicate the need for filter cartridge replacement and to remove power to the heater and/or recirculating pump when the filters are clogged. The filter cartridges shall be compatible with solvents and readily accessible for replacement without emptying the cleaning or rinsing tank. Heaters. An electric heater for heating the cleaning solution in accordance with type III of MIL-H-22577 shall be provided in the cleaning tank system. These heaters shall be capable of producing an output of 0.5 kW and mounted under the cleaning tank. Refrigeration System. The equipment shall have a refrigeration system to trap vapors inside the tank. This system shall also have a secondary set of coils around the inside perimeter of the tank, directly above the primary condensing coils to provide additional cooling capacity for primary and secondary freeboard. One compressor for maximum space and equipment efficiency shall provide cooling for both units. Type I ozone depleting substances shall not be used as refrigerants. System shall provide a minimum of 100% freeboard. Spray Equipment. A pressurized spray rinse system shall be provided consisting of a spray gun with flexible hoses located for use in the rinse tank. Spray reservoir shall be a separated chamber that feeds clean distillate back into the rinse chamber. Characteristics. The Ultrasonic Vapor Degreasers shall provide as a minimum, the capability characteristics and performance specifications described herein. Performance Characteristics. Solvents. Degreaser shall be capable of using the 3M products HFE 71-DE, HFE 7100 and Petroferm solvating agent 70. Operation Conditions. System shall be operational with a 220 volts, 1 phase, 60 Hz. Unit shall operate under a temperature range of 40 F to 100 F environment. Physical Characteristics. Overall Dimensions. The Ultrasonic Vapor Degreaser shall not exceed 36 inches wide x 48 inches deep x 56 inches high with wheels. Maintainability. The equipment shall be constructed to permit maintenance personnel easily and effectively service the equipment using a minimal number of tools. Transportability. System(s) shall posses the necessary features to make it transportable. Tank shall be mounted on casters. Design. Console and Cabinets. Systems components shall be housed in simple cabinet constructed of nonmagnetic stainless steel. Unit shall have a stainless steel cover. Controls. Unit shall have an electrical enclosure complete with all necessary switches, push buttons and pilot lights for operation. Safety Vapor Level. Unit shall have a temperature-sensing bulb located above the primary coils to shut off the heat input when excessively warm coolant is entering the primary condensing coil. Liquid High Temperature. Unit shall have a temperature-sensing bulb in the boiling sump to shut-off the heat input due to excessive heat. Low Liquid Level. Unit shall have a control to shut-off the heat when solvent level is low. Documentation. Three (3) instruction manuals shall be provided with the equipment. These manuals shall include but not be limited to operation, maintenance and calibration of the equipment. Technical data supplied shall be written in the English language and comply with the requirements of DD form 1423. Characteristics of Optional Elements. Superheat Vapor. Unit shall be capable to provide a superheated vapor condition 10 degrees or more above the vapor temperature, to assist in the boil of the solvent chemical. Work Baskets. The Ultrasonic Vapor Degreaser shall include a minimum of two working baskets. Intended Use. The ULTRASONIC VAPOR DEGREASERS covered by this specification are intended to be used at the Electrical Instrument Shop at the NADEP, Jacksonville, Florida, to support all the aircraft programs. Warranty. Manufacturer's standard warranty is required from the date the item is received at the NADEP. Instructions For Models And Samples. The Ultrasonic Vapor Degreasers shall be Model Cold Trap Plus 1012 Liquid Vapor Spray Degreaser, as manufactured by Ultra-Kool Inc., 500 County Line Rd., Gilbertsville, PA 19525 or equal. Delivery should be 60 days after ARO to Naval Aviation Depot Jacksonville FL 32212, FOB Destination.
