Description
Notice of intent to negotiate a sole source contract utilizing Commercial Item acquisition procedures under the authority of FAR Part 12 with VCS Nachrichtenhnick GmbH, Borgmannstrasse 2, D-44894 Bochum, Germany. The National Environmental Satellite, Data and Information Systems (NESDIS) plans to upgrade the analog Weather Facsimile (WE/FAX) transmission services provided on the current series of the Geostationary Operational Environmental Satellites (GOES) to a digital Low Rate Information Transmission (LRIT) protocol beginning with the GOES-N spacecraft. This procurement is for a LRIT Test System including two Digital Satellite Receivers (LRIT) with Low Rate User Stations (LRUS) including Data Acquisition Software. Optional services to be provided include assist in performance testing and characterization of transmission links via satellite for different LRIT link parameter. The proposed action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1. The government believes that only one responsible source can provide this item that will satisfy the agency requirements. The contractor holds the proprietary software data. This notice is not a request for competitive quotes but responses received on or before December 15, 2000, 2:00 pm EST will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the proposes of determining whether to conduct a competitive procurement.
