Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for Laser Light Scattering Equipment Upgrades. Item 1, Brookhaven P/N BI-9000AT with BI-25NS Option. Autocorrelator/crosscorrelator/signal processor for particle size and molecular weight measurements. Must have programmable number of data channels up to 522. The channel spacing must be modifiable. 12 high speed data channels must be included. The delay times must be from 25 nanoseconds to 2400 nanoseconds. Prescaling must not be necesary. Quanitity 1 each. Item 2, Brookhaven P/N BI-PCSW, BI-ISDAW, BI-ZPW and BI-SLSW. Advanced and basic software for particle size determinations and static light scattering plots. Quantity 1 set. Item 3, Brookhaven P/N BI-CON. Stepper motor controller for use with BI-200SM Brookhaven Goniometer. Quantity 1 each. Item 4, Brookhaven P/N BI-RC12. Borosilicate sample cells with 12mm diameter including caps. Quantity 40 each. Item 5, Brookhaven P/N BI-UCH. Brookhaven 11.5mm -- 12.5mm universal cell holder with teflon sleeve reworking of 11.6mm cell holder into the universal cell holder. Quantity 1 each. Item 6, Brookhaven P/N BI-VAT. Index matching vat. Quantity 1 each. Item 7, Brookhaven P/N BI-OSIT. On-site installation and training. Factory personnel must travel to MSFC and teach users how to align the detector and operate the instrument. Quanity 1 lot. Item 8, Brookhaven P/N BI-PADU. Upgrade of amplifier/discriminator for conversion of ECL output of detector to TTL signal. Signal, high voltage, and low voltage cables must be included. Quantity 2 each. Item 9, Brookhaven P/N BI-RPN. Alignment needle. Quantity, 1 each. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Brookhaven Instruments Corporation, 750 Blue Point Road, Holtsville, NY 11742. The authority for other than full and open competition is FAR 13.106, which is for the acquisition of supplies or services determined to be reasonably available from only one source. Brookhaven Instruments Corporation is the manufacturer of existing unique research instrument and is the only vendor that can provide an upgrade to that equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 30, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
