XXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX JOEL ARMY MEDICAL CLINIC VTC AND A/V, EQUIPMENT AND INSTALLATION SERVICES 1. Background Joel Army Medical Clinic (JAMC)plans to add Video Teleconferencing equipment to a conference room and state-of-the-art Audio/Visual capabilities to a second conference room. 2. Objective The Contractor will engineer, procure, and install VTC or A/V enhancements to the Joel Army Medical Clinic for two conference rooms. 3. Scope Of Work/Task Areas The Contractor shall be responsible for procuring the VTC system, projector, and other required equipment along with providing the required labor and travel to accomplish the Statement Of Work (SOW). The required equipment and services are listed. JAMC will use four Integrated Services Digital Network/Basic Rate Interface (ISDN/BRI) data lines (Government furnished) as the telecommunications backbone. The Government-furnished network will consist of a two-way video, two-way audio technol-ogy using terrestrial communications. Contractor Responsibilities a. The Contractor shall be responsible for procurement of the equipment, delivery, plan-ning, project management, installation, integration, and testing of the equipment listed in the pricing proposal. b. The Contractor shall not be responsible for procuring any network or utility services or troubleshooting Government-Furnished Equipment (GFE) and/or network/utility service provider equipment. The Contractor shall promptly notify the Government's Point Of Contact (POC) of delays caused during installation/testing due to inoperability of GFE and/or network/utility equipment. Delays incurred by the Contractor due to late delivery of GFE by the Government and/or faulty GFE or network/utility equipment shall be the basis for an equitable adjustment in the contract schedule and price. c. The Contractor shall interface with the Government's POC to schedule installations. The Contractor shall provide a notice of at least 2 weeks prior to installation at the site. After finalizing the installation schedule, the Contractor shall send written confirmation (e-mail or fax) to the Government POC. d. The Contractor shall develop room control software for the A/V conference room that allows the room facilitator control of all A/V devices, system switching, and system power using either the wireless keyboard/mouse or Radio Frequency (RF) touch panel. e. The Contractor shall install power connections in the A/V conference room for the projector, equipment rack, and 2-zone control of the current-lighting system. The projec-tor will be mounted to the ceiling of the subject room. Adequate power is assumed to be available to support the equipment being installed in the conference room. The Contrac-tor will be responsible for making connections from existing sources of power within the conference room to the equipment being installed. The Contractor assumes that adequate ceiling clearance is available to run cables/conduit for the power connections and the ceiling is capable of supporting the projector. f. Immediately after completion of installation for the VTC and A/V equipment, the Contractor shall provide systems familiarization and training for not more than two Gov-ernment personnel, who shall be designated by the Government Project Man-ager/Contracting Officer's Technical Representative (COTR). This familiarization in-struction session will be conducted for approximately 1 to 2 hours for each room. g. The Contractor shall conduct preliminary testing to ensure equipment operability and subsequently conduct "Acceptance Testing" (through Contractor-generated Acceptance Plan). The Government's POC will be authorized and available to accept the system upon successful completion of the acceptance test. h. The Contractor shall provide as-built documentation on the installed system including a parts list and high-level system drawings and wiring diagrams. i. The Contractor shall provide a single POC (Program Manager) for implementation of this project. Government Responsibilities a. The Government will assign roles and responsibilities for Government individuals who will be responsible for the planning, system administration, and coordination of ac-tivities. b. The Government will provide the Contractor with access to the conference room during installation, integration, and testing of the equipment. This project is unclassified and does not require any security clearances. The Government will provide escorts if re-quired. The Government will provide to the Contractor any required documentation per-taining to the installation of the equipment. c. The Government will provide secure storage for all equipment deliveries from the Contractor. d. The Government will provide a test call with the network provider and other VTC sites as required for acceptance testing. e. The Government will provide four ISDN/BRI data lines capable of supporting video-conferencing data rates of not more than 512 kbps. The Government will provide the line configuration and test information from the ISDN provider. 4. Period and Place of Performance The place of performance will be the Joel Army Medical Clinic, Fort McPherson, Georgia. The Contractor shall begin performance within 7 calendar days After Receipt of Order (ARO) and complete all work within 90 calendar days ARO. 5. Installation Schedule The Contractor shall develop an installation schedule in accordance with the client re-quirements, network availability, and availability of Government personnel. 6. Commercial Warranty Manufacturer-provided commercial warranties will be extended to the Government. The Contractor warrants its workmanship for 1 year from date of acceptance. This warranty does not apply to supplies and consumables, products with original identification marks removed or altered, or services with defects or failures due to disaster, accident, neglect, or misuse; failure or defect of electrical power, external electrical circuitry, air condi-tioning, or humidity control; use of products with items not provided or approved by SIGCOM; or modifications, adjustments, repairs, or service provided by anyone other than SIGCOM or its authorized service provider. 7. Deliverables The deliverables will include equipment delivery and installation, an Acceptance Test Form, and manufacturer-supplied manuals. The deliverables will also include a kickoff meeting via phone/teleconference and a milestone schedule regarding equipment delivery and installation. 8. Acceptance Test and Certification The Contractor shall test the equipment individually and as a functioning system to en-sure that all performance objectives outlined in the manufacturer's specifications are met. Upon contract award, the Contractor shall develop the Acceptance Test Form and will furnish a copy to the Government for approval. 9. Travel Technician/installer travel and living expenses will be listed. 10. Type of Award This is a Firm-Fixed Price (FFP) delivery order.
