- This is a request for information (RFI). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The US Department of Commerce request building management services, such as, cabling; carpet and drapes; construction; electrical; electrical in-house; heating; ventilation; air conditioning; office moves; painting; plumbing and telecommunications. Your response will provide information to the Office of Administrative services, Office of the Secretary, US Department of Commerce, to help locate commercially available off-the-shelf (COTS) software to support their business process for "Provide Construction Services." The information in the response should be accurate, succinct, complete and descriptive of the technology being introduced. The response should cross-link each COTS software package (name, vendor and version number) with each process activity it would automate, if multiple packages are proposed. It is acceptable to suggest a combination of COTS packages, as long as they are fully integrated and seamless packages. A separate response should be submitted with each technological solution, if more than one solution is described. All requested information must be submitted with each response to the RFI. Method of Submission: Submit each response paper in electronic form, using either WordPerfect 6.0 or MS-Word 6.0 (or compatible versions). Interested parties should use Times New Roman or compatible print font (12 point) in order to make all responses similar in appearance and easy to read. Each response should be limited to four (4) pages or less. Responses must follow the format prescribed in the section identified as "RFI Response Format." Interested parties are asked to provide information on any special requirements they will require, in the event they are invited to make a presentation to the Office of Administrative Services regarding the proposed technology in Washington, DC (i.e., special electrical, view graph requirements, internet connection, etc.). RFI Response Format for Provide Construction Services Business Process: 1) Name of Company, 2) Name of Technology or Technologies (Trade name, Version, Vendor) 3) Company Address (including country) 4) Contact representative (Name, title and contact information) 5) Description of Technology (Please answer the questions included in the section titled "Functional Requirements Questions" and provide information about the product/technology in narrative form 6) Relative Pricing Information (include any information that may provide basis for measuring the costs associated with use of the described technology.) 7) Current Use of technology (Describe where and how the technology is currently being used.) Functional Requirements Questions for Provide Construction Services Business Process: Provide information sufficient to answer the following questions. It is anticipated that most of the features addressed in these questions will be required in the eventual environment implemented for the support of the business process. Answers to these questions will be used to finalize selection and design criteria. However, if at this time here is an effective alternative to the requirement that may be implied in the questions, that information is also being sought so that the final criteria may be modified or broadened. If questions are easily answered by references to standard company or product informative brochures, the references should identify the specific paragraphs in the brochure and not merely say "see brochure." 1) Describe how your solution receives work requests and tracks their existence throughout the life cycle (form the time a request is received until it is satisfied or canceled.) A. Does your solution have the ability to distinguish various types of services requested and make alternate work flow routing assignments based on this information? B. At what points within the business process is activity recorded and tracked for a given customer work request? 2) Describe how your solution captures customer requirements and builds a detailed construction design based on those requirements? A. Does your solution incorporate the drawings of furniture layouts via AutoCAD or other COTS software? B. Describe how your solution solicits and captures customer approval of the construction design (specify whether or not electronic signatures and/or e-mail notification is incorporated in your solution.) 3) How does your solution allow for the development and recording of cost estimates for purchased items such as furniture (priced via electronic catalog?) 4) How does your solution all for the development, recording, aggregating and approving cost estimates for labor and construction material from various contractors (e.g. electrical, plumbing, carpentry, heating and air conditioning, etc.?) 5) How does your solution provide for the preparation of delivery orders and authorization of contract expenditures? 6) How does your solution allow for development and coordination of work/delivery schedules of all contractors? 7) How does your solution provide for tracking of customer requests and completed work (partial and complete?) A. Does it provide for recording findings from inspections of completed work? B. Does it monitor remaining work items against the approval work plan? 8) How does your solution bill customers and authorize and pay contractor invoices? A. What method (e-mail or other) does your solution employ to notify contractors of acceptance of completed work items? B. Does it incorporate invoice certification against completed and accepted work? C. Describe how your solution consolidates billing documents (invoices)? 9) How does your solution accommodate change order processing? 10) Does your solution operate in a secure intranet environment? 11. How does your solution capture performance data; and incorporate, monitor, and report performance measures for managing the business process? 12) How does your solution provide for and capture customer feedback? (The customer for this process is considered to be the person requesting construction services.) 13) How and for what business activities does your solution allow for the use of electronic signatures? 14) Describe how your solution employs automated work flow capabilities? 15) What type of standard training is offered/required to operate your automated solution? 16) Does your solution have the capability to attach and track additional documents related to a customer service request? 17) Does your solution generate and maintain electronic AutoCAD drawings? If not, can your solution be linked to other COTS software packages such as AutoCAD?
