- COMMERCIAL AREA ANNOUNCEMENT: This announcement constitutes a Commercial Area Announcement (CAA) in accordance with Navy Acquisition Procedures Supplement (NAPS) Subpart 5212-90 "Innovative Commercial Contracting Techniques". The CAA reference number is 2001-0367. This CAA is published for informational purposes only. Responses in any form are not offers. Issuance of this CAA should not be construed as obligating the Department of the Navy, in any way, to issue a solicitation or to award a contract in furtherance of the objectives discussed herein. No funds are available to pay for preparing responses to this CAA. OVERVIEW: The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia is seeking state of the art ideas from industry for services necessary to furnish data to develop, maintain and update an integrated logistics technical data base to facilitate the Navy's Security Assistance Program in meeting its Foreign Military Sales (FMS) logistics support requirements. The program entails the processing of orders for: non-standard part numbered items; non-stocked National Stock Number (NSN) items; engineering and logistics services such as failure analysis, field teams, and maintenance training; and repair of repairables (ROR). The Naval Inventory Control Point, International Programs Directorate (NAVICP-OF), Philadelphia, PA, is responsible for material and service sustainment of USN weapon systems sold via FMS. International customers have problems sustaining USN provided weapon systems as a result of: the USN phasing the weapon system out of active inventory; variations in logistic support profiles driven by configuration, maintenance or operating scenarios; and actual material availability constrained by inventory segmentation requirements planning or capacity. The objective of the out-of-USN inventory FMS weapon system support program is to find interested and competent sources to provide logistics and engineering support for multi-platform FMS weapon systems. This "cradle to grave" logistics support concept for FMS weapon systems, which are no longer in the USN inventory, reflects a commitment by the USN to provide logistics and engineering support for all configurations of excess USN weapon systems obtained by customers under the FMS process. The program will entail: placing purchase orders for parts requirements; 100% receipt inspection; forwarding the parts to the designated freight forwarder; generation of information on part availability, pricing and lead times; technical research and screening of orders to identify the lowest tier manufacturer and alternate sources of supply; obtaining repair quotations from certified repair vendors and processing RORs; and electronic data transmission to the Navy. The Navy is interested in the creation of a life cycle product support concept facilitating the vectoring of FMS material (standard and non-standard) and service requirements to an entity to secure optimal material and/or service delivery with improved average customer wait time and reductions in total cost of operations. The Navy is interested in the utilization of Web-Based, E-Commerce technologies to meet their FMS logistics support requirements. RESPONSES TO THIS CAA: There is no prescribed format for the response to this CAA. Responses to this CAA should consist of a discussion, in broad terms, of 1) the commercially available approach(es) which could be used or updated to meet the Navy's requirement; 2) a rough estimate of the price of each approach; 3) a discussion of any customary business practices that might affect the firm's fulfillment of the requirement or its relationship with the Navy customer; 4) a discussion of any potential participation by small, HUBZone small, small disadvantaged, or woman-owned small business concerns; and 5) a statement as to whether the firm responding to the CAA is a small business. It is requested that any written responses to this CAA be submitted no later than 4:00 P.M. (Local Time, Phila., PA) on 15 December 2000.
