- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information provided in this notice. This announcement constitutes the only solicitation: a quote is being requested and a written solicitation will not be issued. Solicitation number F6550101Q0002 is issued as a SOLE SOURCE Request for Quotation (RFQ). The incorporated document provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The NAICS is 51321 with a Small Business size standard of $11.0 million. Contractor shall provide all parts, labor, tools, equipment, personnel, materials and transportation necessary to provide cable television services in accordance with (IAW) this notice. Delivery terms shall be FOB destination with service to take place at the Elmendorf AFB, Alaska 99506 and US Army Garrison, AK. Performance period is approximately 1 Dec 2000 through 31 Mar 2001. The following provisions and clauses are incorporated and shall remain in full force in any resultant purchase order; FAR Part 52.212-1, Instructions to Offerors, Commercial Items is incorporated by reference. FAR 52.212-2, Evaluation _ Commercial Items, the blanks are completed as follows: (a) the award will be made based on price and price related factors, N/A. The government reserves the right to make award on the initial quote received without discussions. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items with its quote. FAR Part 52.212-4, Contract Terms and Conditions- Commercial Items, is incorporated by reference and applies to this acquisition. Incorporate the clause by reference at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders _ Commercial Items. FAR clause 52.212-5 paragraph (b), only the following clauses apply: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.219-8, Utilization of Small Business Concerns; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Handicapped Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era;52.222-41, Service Contract Act of 1965, as Amended; 52.225-1, Buy American Act _ Balance of Payments _ Supplies; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; and 52.247-64, Preference for Privately Owned U.S. _ Flag Commercial Vessels. Incorporate DFARS 252.204-7004 Required Central Contractor Registration. Each offeror shall include a completed copy of the provision at DFARS 252.212-7000 Offeror Representations and Certifications _ Commercial Items and with its quote. Incorporate DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Status or Executive Order Applicable to Defense Acquisitions of Commercial Items; and 252.222-7000, Restrictions on Employment of Personnel. However, for paragraph (b) only the following clauses apply, 252.225-7007; Buy American Act_Balance of Payments Program, 252.225-7012; Preference for Certain Domestic commodities, 252.227-7015; Technical Data_Commercial Items, 252.227-7037; Validation of Restrict Markings on Technical Data, 252.243-7002; Requests for Equitable Adjustment, and 252.247-7024; Notification of Transportation of Supplies by Sea. Acceptance of the warranty does not waive the government_s right with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. A firm-fixed price purchase order will be issued under the Simplified Acquisition Procedures. 1.1. SCOPE OF WORK. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide cable televisions service as defined in this Statement of Work (SOW) at Elmendorf AFB, Ft. Richardson, Ft. Greely, and Ft. Wainwright. 1.2. SERVICES AND PROGRAMMING. The contractor shall provide a basic tier of service, which will include all services required by the rules of the Federal Communications Commission and any other federal law or regulation. The contractor shall provide, at a minimum, the following services: 1.2.1. Channel Capacity. The system shall provide __57___ channels (400 MHz incrementally related carriers; channel boundaries forward 55-400 MHz and reverse feed sub VHF 5-30 MHz)) capable of delivering to subscribers the entire VHF and FM spectrums and selected portions of the UHF spectrum. 1.2.2. Government Access Channel. The contractor shall provide at no cost to the government (one) Government Access Channel on the system for noncommercial use by the government. The system shall be designed and constructed to permit the government to originate programming for the Government Access Channel from facilities located on the base. 1.2.2.1. The contractor shall ensure at no cost to the government that the Government Access Channel cannot be viewed outside the base. 1.2.2.2. The government at any time may prescribe rules governing the use of the access channels. 1.2.2.3. The contractor may use excess capacity on any access channel in accordance with Federal Law any rules or any procedures the government may prescribe. In the absence of such rules and procedures, the contractor may use any such excess capacity until directed to cease use upon 15 days written notice from the Contracting Officer. 1.2.3. Education Access Channel(s): The contractor shall provide at no cost to the government and without charge to any users two Educational Access Channel(s) on the system for noncommercial use by Installation Commanders, Wing Commanders, Brigade/Division Commanders. The system shall be designed and constructed to permit the origination of programming for the Educational Access Channel from contractor selected facilities with cooperation of the Anchorage School District and the University of Alaska. 1.3. PROGRAM GUIDE: 1.3.1. The contractor shall provide a channel guide to all new subscribers and to each existing subscriber upon revision of the provided programming. 1.3.2. The contractor shall provide upon request of any subscriber a control locking device or code that permits subscribers to prevent the viewing of premium channels and any other channel that may contain programming unsuitable for children. 1.4. CONSTRUCTION AND INSTALLATION APPROVAL: 1.4.1. The contractor shall not undertake any construction or installation of any equipment or facilities on the base (including temporary equipment or facilities) without the prior written consent of the Contracting Officer. As a prerequisite to obtaining such approval, the contractor shall submit to the Contracting Officer such drawings, plans, and other relevant data as may be requested by the government. This includes, but is not limited to, one set of the drawings showing cable routings, typical service entrances, antenna tower sites, technical center location, and other related construction details. 1.4.2. At the completion of any construction, installation, or maintenance resulting in changes in cable routings, wiring, or other significant changes in facilities and equipment, the contractor shall submit drawings or other appropriate documents indicating such changes to the Contracting Officer. 1.4.3. Notwithstanding any approval granted in accordance with subparagraph 1.4.1, the government at any time may direct the contractor to remove, relocate, or modify any equipment or facilities, including aboveground and underground cable. 1.5. EMERGENCY OVERRIDE: 1.5.1. The contractor shall provide an emergency override system that will permit the Installation Commander at any time to simultaneously interrupt all channels on the cable system with a live, recorded voice, or other audio signal message. The override signal will originate at the Base Command Post operator_s console and shall be transmitted via telephone cable to the contractor_s cable system. The government shall provide the equipment necessary to transmit the override signal from the operator_s console to the contractor_s cable system. The system shall be designed and constructed to permit the government to override the system and to transmit messages on all channels. 1.5.2. At the government_s request and at the government_s expense, the contractor shall provide the equipment and facilities necessary for the government to utilize on base the capability requirement by paragraph 1.5.1. 1.5.3. The contractor shall ensure that the override signal shall blank all audio signals and that ONLY the override signal is heard on all channels. The override signal strength level shall be equal to or higher than standard audio-levels on the cable system. The government may perform periodic tests of the override system. 3.1. Government furnished Materials. Previously the contractor may use installed items such as interior cabling wall faceplates and coaxial cable in its installed location to provide cable television. 3.1.1. Unless otherwise directed or permitted in writing by the Contracting Officer, the contractor shall use existing government utility poles or underground facilities for carrying cable. The contractor shall obtain and conform to the requirements of excavation permits, pole use permits, or any other rules or permits designated by the Contracting Officer.
