Description

MODIFIED SOLICITATION NOTICE: This Solicitation is advertised as UNRESTRICTED. This project is for the construction of an addition to the Flight Simulator Building at CAFB. The current facility houses two C-17 flight simulator bays, classrooms, offices and support spaces. This project will construct one additional flight simulator bay, briefing room, computer room and associated mechanical and support spaces. Additionally, the equipment within this addition will tie into the existing facility and will require joint use of some spaces within the existing building since the current operation will continue during construction. This project will also require demolition of existing buildings, including ones that contain asbestos and lead paint, and the construction of new parking, landscaping and utility connections. The construction will require steel frame, metal roof and brick veneer to match the existing facility. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. This procurement will be evaluated on: (A)Past Performance, (B)Small Business Subcontracting Effort, (C)Technical Qualifications, and (D)Price Proposal. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. Phase I will be issued on or about 26 December 2000, and the due date is 25 January 2001. PHASE II PLANS AND SPECIFICATIONS WILL BE ISSUED AT A LATER DATE. The official planholders list will be maintained and can be printed from the web site. AMENDMENTS will be posted on the website for downloading.
