SOLICITATION NOTICE: Staging Facility for INS ,at the U.S. Coast Guard Facility, 427 Commercial Street, Boston, MA Provide a permanent, efficient and adequately sized staging facility, the existing building will undergo significant architectural, electrical, mechanical (HVAC), and fire protection modifications. The site is on the 4th. Floor of an existing downtown location. The work includes but is not limited to: Demolish existing interior walls to provide the necessary processing area, consisting of hold rooms; segregation cells; baggage rooms; offices; locker room; and meeting room; etc. Approximate 5,000 square feet will be constructed of painted concrete masonry unit walls with hallow metal doors and detention hardware. Flooring to be concrete and/or VCT. Secure ceilings constructed of gypsum board over 20-gauge sheet metal over furring while non-secure areas will have acoustical tile ceilings. Modifications to existing mechanical systems required. Replacement of the electrical distribution system. Existing fire protection system will be modified. Installation of Sprinkler Systems -1999 Edition. The project will be phased to accommodate partial occupancy by the government during construction. The estimated cost range is between $1,000,000 and $5,000,000. NAICS Code for this project is 233320 with a business size standard of $27Mil. (SIC CODE 1542). Construction Completion Time 270 calendar days. This procurement is open to both large and small businesses in accordance with the Small Business Competitiveness Demonstration Program. This procurement is being made in acccordance with Two-Step Sealed Bidding procedures. Step One to be issued on or about 12/01/00 consists of submission of a technical proposal to determine acceptability of qualifications offered. Technical proposals shall include the offerors experience and reputation in carrying out similar work. The evaluation criteria will be based on (1) Experience and Past Performance on Similar Work; (2) Qualifications of Key Personnel; and (3) Management Plan. No pricing is involved. Estimated closing date for Step One is on or about 1/3/01. All offerors meeting the technical qualifications will be allowed to proceed to Step Two, the submission of sealed bids. The solicitation will be posted on the World Wide Web at http://www.eps.gov. There will be no paper copies of the solicitation available through this office. Offerors may obtain a copy of the Solicitation and amendments (if any) and will be responsible for downloading their own copy of the Solicitation and any amendments.
