Description
The Military Traffic Management Command (MTMC) is seeking interest for preventive maintenance, inspection and repair services for the Department of Defense (DoD) rail fleet. The contractor shall provide all necessary tools, equipment, material, and labor to rebuild, modify or repair rail cars owned or leased by DoD. The anticipated services will be billed as a percentage (proposed by contractor) of the labor rate provided by the Office Manual of the Interchange Rules, as published by the Association of American Railroads (AAR) in effect on the date a car is received at the contractor's facility. Materials will be billed as specified in the Office Manual of the Interchange Rules. A material handling charge (proposed by contractor) is anticipated to defray any differences between the Manual and actual purchase price. Materials not specifically priced in the Manual well be determined by following the procedures in the Manual for pricing miscellaneous materials. Contractors are required to possess and maintain AAR technical and quality assurance certifications and approvals to perform; (a.) Material Group I, Facility Class C work on tank car tanks, (b.) Tank car cleaning and periodic testing, (c.) Heavy Freight car repairs and (d.) Office Manual Rule 88 repairs. The three (3) regions with included states is provided below. A range of cars for repair based on historical review is provided by region. Region 1: N/A. Region 2: ME, VT, CT, MA, NH, NY, PA, WV, MD, KY, OH, MI, WI, IN and IL 30 to 75 cars per year. Region 3: TN, NC, SC, GA, AL, MS, FL and VA 30 to 75 cars per year Region 4: TX, OK, KS, MO, AR and LA 50 to 75 cars per year. It is anticipated that 3 contracts will be issued. The SIC code for this requirement is 4789. That equates to a North American Industry Classification System (NAICS) code of 488210. The small business size standard for this requirement would be $5 million in annual receipts.
