- This is a notification of intent to procure on a sole source basis with Intervoice-Brite, Inc., P.O. Box 866, Alexandria, VA 22313 for implementation of application changes to the TeleTax customized applications software. The customized software application changes will implement WinkStart Signaling and handle DNIS-based routing. The WinkStart Signaling is a prerequisite for the DNIS-based routing, but it will also ensure that a taxpayer_s call is sent only to an active receiving system (i.e., the customer_s call will only be sent where a customer service representative is there to receive the call). The DNIS-based routing will avoid double prompting (of welcome and language) and ensure that the TeleTax system recognizes the unique DNIS and provides the appropriate scripts for each: Refund English, Refund Spanish, Tax Topics English, Tax Topics Spanish. These changes must be implemented by using a Write-1 language processor, so that the changes implemented are compatible with the existing TeleTax application. These changes need to be developed, implemented and supported on a nationwide basis. The TeleTax hardware is comprised of an applications server running the UNIX-SCO Operating System. The customized applications software, written in Write-1 language, provides a TCP/IP interface to retrieve the appropriate IRS host data. The BTIV telephony processor directly interfaces with the Public Switched Telephone Network (PSTN) and facilitates direct connects from the Automatic Call Distributor to process the taxpayer calls for tax topics and refund status information. The period of performance shall be from November 28, 2000 through January 23, 2001. The delivery sites are as follows: Richmond, VA, Pittsburgh, PA, Buffalo, NY, Portland, OR, Seattle, WA, Boston, MA Philadelphia, PA, Atlanta, GA, Jacksonville, FL, Cleveland, OH, Cincinnati, OH, Indianapolis, IN, Nashville, TN, Dallas, TX, Oakland, CA, Baltimore, MD. Acceptance: The contractor shall power the equipment back up, once configuration and application changes have been made. The contractor shall perform system testing to ensure DNIS-based routing is recognized, and to ensure that TeleTax, in turn, provides the scripts as appropriate. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number (Request for Proposal) is TIRNO-01-R-00011. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation. This acquisition will be conducted using the procedures in FAR part 13. 501- Test Program for Certain Commercial Items- Far 13.501 Special documentation requirements. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors- Commercial, 52.212-2, Evaluation- Commercial Items. The following evaluation factors shall be used to evaluate offers: (1) Technical, Past Performance and cost or price. Technical and Past performance are equal to cost or price. Technical and past performance, when combined, are equal. The following provisions apply to this acquisition: 52.212-3, Offeror Representation and Certification- Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items. The following CLINS are required: (1) Modification of Application to accommodate WinkStart for all of the Brite BTIV_s (16 systems), QTY 36 each; (2) Application changes needed to accommodate DNIS-based routing for the 16 TeleTax systems (English), QTY 32 each; and (3) Application changes needed to accommodate DNIS-based routing for the 16 TeleTax systems (Spanish), QTY 36 each. Sources responding to this notice must be capable of providing the total requirement set forth in this announcement. Interested contractors written offers are due by November 24, 2000 and shall be mailed to the Internal Revenue Service /Constellation Centre, 6009 Oxon Hill Road, Suite 700 A:I:P:CS,by 2:00 eastern time, Attn: Robin Johnson (202-283-1311), Contracting Officer, Oxon Hill Maryland 20745. Facsimiles (FAX 202-283-1533) will not accept faxed written offers over 10 pages. All questions must be submitted in writing and received by facsimile or mail by November 21, 2000. This is contingent upon the approval of a Justification for Other than Full and Open Competition, on the citing authority 40 U.S.C. 759 (g). If no responses are received in regard to this notice the Contracting Officer will proceed to negotiate with Intervoice-Brite, Inc.
