Add as Amendment A001 to GSA-TFI-2001-009 (i.e., to the below) requirement add the fact that delivery shall be to the Baltimore, Maryland area, that the delivery schedule for all items is to be within 5-business days after receipt of the order, and that FOB point is Destination. The remainder below is unchanged: This is a combined synopsis-request for quotation (RFQ) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written request for quotation will not be issued. The request for quotation number is GSA-TFI-2001-009. This request for quotation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. Quotations in response to this RFQ shall be submitted by November 28, 2000, 2:00 P.M. Washington, DC Time, addressed to ATTN: JON D. FAYE, GENERAL SERVICES ADMINISTRATION, FTS, INFORMATION SYSTEMS SECURITY CENTER, ( TFI )ACQUISITION OFFICE, 7 & D. Sts., S.W., Room 5060, Washington, DC 20407. Quotations can be faxed to (202) 708-7027, but a busy fax is no excuse for late offers. Receipt in my office is by time-registered stamp being placed onto a paper copy of the offer, regardless of delivery method. This is a request for compatible equipment to a Load Balancing Hardware Solution as a logical follow-on. The Government specifically requires for this requirement the following: Four each (4) Alteon 708 Plus-data center switch systems with 1 AC power supply each, 1 MPM each, and 2 SFMs each, Major part number 731002. Eight each of part number 733000 a FT-16T 10-100BASE-T port line card modules are required (2 per system). A Redundant AC Power Supply, part number 73500 (1 per system) is required, quantity 4. Premium Support (3 years per unit) part number 831000P (1-each)_.One year 24 x 7 support subscription, WEB and FTP access and software subscription in equivalent units totaling 12 each are required. Premium Support (3 years per unit) part number 80020P (1 each)_One year 24-7 support subscription with advance replacement, WEB and FTP access and software subscription in equivalent units of 9 each are required. On-site installation (FWLB) part number PS00009 (1-each)_ estimate T&M of 4-days for offer purposes for two single site locations. Site installation (WCR-SLB and GSLB) (1-each for two sites)_price is time and materials, estimate for this area two days labor. The Government will accept this brand name or an equivalent. An equivalent solution must have full compatibility with or embody as required the following salient characteristics: Compatibility with the prior delivered load balancing solution as a logical follow-on to, Alteon 180e switches-based hardware solution that meets the following requirements: Support for various load balancing methods including intelligent health checking, fastest responding site fulfills request, server response time, weighted round robin, least connections, weighted random, CPU utilization, layer 7 content checking; In addition, solution must include NAT capability, high availability including Hot-Hot capability and hardware redundancy (i.e. power supply), global load balancing capability, intelligent content routing, load balancing for any TCP/UDP port, logging and reporting capabilities, ACL support, support for video streaming, audio streaming, and web casting, support for IP switching (routing) using RIP v. 1 and OSPF. Moreover, the solution must have the ability to send alerts though pages or emails without using SNMP and must be able to maintain persistent connections. Furthermore, the site must be easily managed. The solution must support various UNIX platforms including, but not limited to SUN Solaris, IBM AIX, MicroSoft NT. The solution must also support various software packages including, but not limited to Real Server, Netscape Enterprise Server, Web sphere. The connection for the solution must be 100 Base FX or 100 Base TX. Additionally, the solution must incorporate SSH command line interface and must be scalable to support a multitude of various "like" servers. Finally, the support must be 7 x 24. The Government will award a contract resulting from this request for quotation to the responsible offeror whose quote conforms to the requirement in all respects and which is found to represent the overall best value to the Government. Technical acceptance and past performance will be used as the factors to evaluate quotes on and they are in their order of importance. Price is an evaluated factor, but not a weighted-ordered factor, nor can price be considered the most important factor. As technical scores are found more equal price becomes more important in determining the overall best value for government. A written notice of award or acceptance of quote, mailed or otherwise furnished to the successful offeror at anytime during the period of validity of the offers shall result in a binding contract without further action required by either party. The following provisions at FAR 52.212-1, Instruction to Offerors-Commercial Items (tailored) apply to this acquisition: (b)(1)-(b)9, (b)11, (c), and (g). There are no addendum to these provisions. Offerors are required to complete and include a copy of the provision at FAR 52.212-3, Offerors Representation and Certification -- commercial items, with their quote. The provisions at FAR Part 52.212-4, Contract Terms and Conditions-Commercial Items apply to this acquisition. Addendum to FAR 52,212-4 (o) warranty: add "the Government will accept the contractors commercial warranty." The following provisions at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition: (a)(1), (a)(2), (b)(11), through (b)(15).
