ADVANCED SURVEILLANCE TECHNOLOGIES FOR RESEARCH, ANALYSIS AND LASERS (ASTRAL) F29601-01-R-0002 This announcement will serve as notice that the Air Force Research Laboratory (Phillips Laboratory), Lasers and Imaging Directorate, Kirtland AFB, New Mexico intends to contract for Advanced Surveillance Technologies for Research, Analysis and Lasers (ASTRAL) and is seeking certified 8(a) prime contractor sources. The objective of this acquisition is to provide detailed computer simulations, modeling, analysis and experiment design and execution for imaging systems, sensors, Lidar and Airborne imaging, designation, and remote sensing systems: especially systems involving airborne lasers and Lidars, image and digital processing, atmospheric effects mitigation, non-conventional imaging methods such as laser imaging, chemical detection Lidars, laser designators and terrain imaging systems, passive remote sensing; airborne, spaceborne and UAV borne passive and active sensors and lasers for reconnaissance, surveillance and target designation; high bandwidth detectors, digital data collection, algorithms and processing; and hybrid optical-electronic systems. Tasks include imaging, sensor and Lidar concept development and analysis; performance analysis and prediction; systems engineering; computer modeling, simulations and data processing; laboratory, field and airborne experiment design, execution and analysis; Sensors, lasers, electronics and data processing design and demonstration; and wavefront control and measurement. This is a follow-on effort to Contract F29601-98-C-0012. The NAICS code is 54133, size standard of $20 Million as defined in FAR 19.101. The Draft Statement of Work (DSOW) can be found in the Supplement posted on the EPS web site. The contractual effort is contemplated as a 60-month period of performance with two one-year options and will be priced on a task order basis. The ceiling amount of this contract is anticipated to be $10.5 million consisting of a $7 million basic and two, one-year options of approximately $1.5 million each year. It is estimated at 10-12 FTE per year usage. The contract type contemplated is a Cost Plus Fixed Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) instrument. Interested concerns must be able to demonstrate their ability to manage a broad based support effort in the task areas stated below and have, or be capable of obtaining, a SECRET Facility Clearance. Work is expected to be conducted primarily at on-base facilities, but some work will be conducted at the contractor's plant. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation when it is issued. A statement of capability should be submitted within 20 working days from publication by those interested, certified 8(a) firms. Eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. All statements of capability must include company name, mailing address, and company size. Information submitted in the statements of capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and any in-house research and development efforts; (2) Personnel: Name, professional qualifications and specific experience of scientists, engineers and technical personnel who may be assigned as principal investigator and/or project officer; (3) Facilities: Ability to obtain secret security clearances and storage facilities to support the work at the secret level. Include any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information. The statements of capability will be limited to 15 pages in addition to resumes and pertinent samples of documentation (i.e. design, characterization, field testing and lab facility reports), the latter not to exceed 10 pages. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to address concerns during the proposal development phase of the acquisition.
