Description
The Bureau of Reclamation intends to award a sole source service contract to Westland Resources, Inc., 2343 East Broadway Boulevard, Suite 202, Tucson, Arizona 85719. Reclamation requires the agricultural consulting services of Westland Resources, Inc., to assist the San Xavier District and the San Xavier Cooperative Association with their farm development, farm planning, farm management, identification of farm extension opportunities, cropping patterns, marketing capabilities, etc. Westland Resources, Inc. is the only known source that meets the following definitive qualification criteria: (a) Original agricultural farm development on the San Xavier District by the principal of Westland; (b) Approval of the consultant by the San Xavier District; (c) Agricultural experience of Southwestern Native farms; (d) Intimate knowledge of the Nation' policies and procedures, organizational structure, and political climate; (e) Experience with and intimate knowledge of the principles of "permaculture"; sustainable design; utilization of water runoff (i.e, water harvesting); and the Southwestern Native American "traditional" farming, crop selection, and crop utilization and marketing concepts and values; (f) Clear, distinct knowledge of local and state government, governmental officials, governmental attitudes and policies regarding Native Americans and their specific interests and needs. Only offerers meeting all of the above definitive qualification criteria will be considered. If additional sources are found, this acquisition will be a Total Small Business Set-Aside as identified by the NAICS code 115116 as having annual receipts not to exceed $ 5 million dollars. Offerers should submit proof of their qualifications to the above contact no later than, November 30, 2000.
