Description
Architect Engineer services are required for preparation of plans and specifications, cost estimates, related studies, and all associated engineering services for US Coast Guard District 1 which includes Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New York and New Jersey. Other Coast Guard Units may also request services. Registration or ability to obtain registration is required in all of these states. This is a Full and Open Competition. NAISC Code is 541310 and 541330. Contract is for a period of one year with two options for renewal. This will be a multiple award. Individual orders will not exceed $300,000 per order or $500,000 per year. Total estimate for 3 years will not exceed $1.5 million. Joint ventures are acceptable and will be evaluated based on past project experience working as a team to provide a quality design effort. If selected firm is not a small business, a small business and disadvantaged business-subcontracting plan will be required. A/E firms which meet the requirements described in this announcement are invited to submit a completed SF 254 (unless already on file), and SF 255 no later than December 18, 2000. This is not a request for proposal. If firm is not multi-disciplined, information on consultants must be included. Typical services required include 1) Preparation of competitive bid construction documents including design analysis, cost estimates, drawings and specifications involving architectural, civil, structural, environmental, mechanical, and electrical design for a wide variety of facilities including industrial, residential, and institutional buildings (including historical and educational) waterfront structures, and utility lines. 2) Architectural or engineering studies including development and recommendation of cost effective alternatives, asbestos surveys, technical documents, project proposals, surveying, interior design services and space configuration analysis; 3) Construction inspection services, review of contractor's submittals, preparation of as-built drawings and related services. Specific scope of work and services will be issued with each delivery orders. Dwgs will be on virus-free MS-DOS formatted diskettes using AutoCadd Release 13 or 14 with US Coast Guard standards. Specifications must be in Word format. The USCG will upload completed Dwgs and specs to the Internet. Firms will be evaluated on the following criteria: 1).Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 3) Capacity to accomplish the work in the required time; 4) Past performance of contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules including past performance with construction projects under $100,000.; 5) Location in the general geographical area of District 1, higher consideration given to those firms within a 100 mile radius of Providence, RI. Minority, women-owned, and disadvantaged business Enterprises (DBEs)! The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
