- CONTRACT INFORMATION: Mississippi Hydrographic Survey Book and Navigation Map Book Production, Electronic Navigational Chart (ENC) Data Base Component Production, ENC Maintenance System Development, Geographic Information System (GIS) Database and Related Products. This announcement is open to all businesses regardless of size. One firm fixed-price contract between $2,000,000 and $8,000,000 will be awarded. The contract award is anticipated in May 2001 and work completed by December 2004. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that portion of work to be subcontracted. The plan is not required with this submittal. Prior to contract award, the successful contractor must be registered in the Central Contract Registration database: www.ccr2000.com. PROJECT INFORMATION: A-E services are required for Mapping of the Mississippi River from Head of Passes, LA to Black Hawk, LA (Mile 0 to Mile 324 A.H.P.) plus Pass A Loutre, South Pass, and Southwest Pass (and potentially other outlets). Field data collection will consist of conducting hydrographic surveys, topographic surveys, establishing survey control, aerial photography, digital ortho photos, GPS photogrammetric control, and collection of facility photography. Work includes photogrammetric mapping, Geographic Information System (GIS) development, development of Electronic Nautical Chart (ENC) components and related graphic, digital, WWW-development (Internet) services for the Mississippi River Hydrographic Survey Book, Navigation Maps and Spatial Data Standards for Facilities, Infrastructure, and Environment (SDS) formatted GIS Data Set. The SDS standards are available at http://tsc.wes.army.mil. Revised versions of the following products will be developed: Mississippi Hydrographic Survey Book; Mississippi River Navigation Map Bookplates; and Mississippi River Levee Plan and Profile plates. The following new products shall be developed: Electronic Navigational Chart (ENC) database components which conform to International Hydrographic Organization (IHO) Edition 3, S-57 format including Appendix B.1, the ENC Product Specification and the most current version of Appendix B.1 Annex A, Use of the Object Catalog for ENC. Information on how to order a copy of this standard can be found at the IHO Web site at: http://www.iho.shom.fr; development and deployment of an ENC maintenance system; development of an SDS-format GIS database; integration of Mississippi River dredging surveys to ENC/Navigation Book update processes; on-site data and system installation and training; FGDC-compliant metadata creation. An Internet site shall be developed for efficient distribution of all interim and final project data. This site shall be a component of the existing USACE www site: http://www.mvn.usace.army.mil. Project data shall be converted to Internet-compatible formats. Additionally the following deliverables are required: development and deployment of data management tools/methods for managing all digital deliverables; deployment and installation of all intermediate and final products and systems to the New Orleans District computer network; training/user manuals; on-site user training targeted toward maximum utilization of all contract deliverables; continuously updated Powerpoint briefing slides and presentation materials for USACE status reporting throughout project duration. SELECTION CRITERIA: See Note 24 for a general description of the A-E selection process. The selection criteria are listed below in descending order of preference except for Criteria 4 and 5, which are equal in weight. The criteria are listed first by major criterion and then by each sub-criterion. Criteria 1-6 are primary. Criteria 7-9 are secondary and will only be used as "tie-breakers" among technically equal firms. 1. Specialized Experience and Technical Competence (to include key personnel and firm) in the type of work required. 2. Capacity to accomplish the work in the required time. All major items of equipment and key personnel available for project assignment must be listed along with other pertinent data. To be considered for selection, a firm must demonstrate in its SF 255 the availability of at least the following: Registered land surveyor (1); 4-person shore control/topographic survey crews (3); 2-person automated hydrographic survey crews (2); certified photogrammetrist (1); computer specialists (2); cartographic technicians (4); cartographic draftspersons (2); engineering technicians (computer) (2); draftspersons (6); stereoplotter operators (4); photo technicians (1); aircraft pilot (commercial with aerial photo experience -- 250 hours)(1); aerial photographer (250 hours of experience)(1); technical writer (1); automated positioning and sounding systems (2); boat, 21' or longer (2); photogrammetric scanner (1); analytical stereoplotters (2); aircraft capable of maintaining a minimum cruising speed necessary for taking aerial photography(1); 6" focal length aerial camera of 9" format with an Area Weighted Average Resolution (AWAR) of 90 or better (must provide calibration report)(1); computer for processing data bases, GIS, aerotriangulation, DTM, ortho photography, and photogrammetric map data(3); 2-person multi beam hydrographic survey crew plus equipment (1); 4-person GPS survey crew (1); and computer and plotter for processing survey data and capable of producing a position plot(1). 3. Professional Qualifications necessary for satisfactory performance of required services. 4. Quality Control Plan outline sufficient to provide assurance of a quality product delivery. 5. Past Performance on contracts in terms of cost control, quality of work, and compliance with performance schedules. 6. Safety Plan outline and performance (man-hours lost to accidents in the last 100,000 man-hours of work by firm). The plan is not required with this submittal. 7. Geographic proximity to the Mississippi River and New Orleans District Headquarters. 8. Volume of DOD contract awards in the last 12 months as described in Note 24. 9. Extent of Participation (measured as a percentage of total contract) by Small Business (to include women-owned small business), Small Disadvantaged Business, Historically Black Colleges and Universities and Minority Institutions. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Firms meeting the requirements described in this announcement are invited to submit 7 copies each of SF 254 and 255 for the prime firm and all subcontractors and consultants. These documents are due not later than close of business on the 30th day after the date of this publication. If the 30th day is a Saturday, Sunday, or a Federal Holiday, the deadline is the close of business the next business day. Include the firm's ACASS number in Block 3b. of the SF 255. Address the minimum personnel and equipment requirements and each of the Selection Criteria in Block 10 of the SF 255. For Criteria 4 and 6, comprehensive outlines of Safety and Quality Control Plans will be satisfactory. Complete plans will be required after contract award. Safety performance data (man-hours lost) must be submitted, including data for any subcontractors. The more highly qualified firms will be required to make in-person presentations to the selecting officials at the New Orleans District to describe their approach to the accomplishment of the project. The presentation shall be limited to 1 1/2 hrs. Evaluation factors for this in-house presentation portion will be forwarded upon receipt of SF 254s and SF 255s. This is not a Request for Proposal.
