- Description
- This serves as a sources sought notice to locate qualified sources for the Software Development for a Tactical Environmental Data Server (TEDS) for Space and Naval Warfare Systems Command (SPAWAR) PMW 155. SPAWAR anticipates issuing a solicitation for a base year with four one-year options. This procurement is expected to result in a cost type contract. The requirement includes a unique blend of competencies to develop, test, deliver and install the necessary software to support PMW 155's Meteorological and Oceanographic (METOC) and Geographic Information System (GIS) data management responsibilities. The TEDS development must occur on platforms and operating systems within the DII-COE for METOC systems to include, but not limited to HPUX 10.20 and 11.0, Solaris 2.6 and 8, Windows NT 4.0 and Windows 2000, and subsequent operating systems for similar platforms. The developer must be experienced in the DII COE to produce TEDS segments and support them according to the SPAWAR PMW 157 and DII COE guidelines. SPAWAR PMW 157 requirements include cluster and profile aware. The major areas of performance include: 1) METOC/GIS Data Storage and Management 2) METOC/GIS Data Methods and Libraries 3) METOC/GIS Real-time Data Distribution 4) Application Support 5) Interoperability with several affiliated government and commercial organizations The contractor must have experience with METOC and GIS data formats, data types and relational and object databases (including, but not limited to Informix) that are currently used to support the TEDS and those that are currently supported by TEDS. The contractor must have experience in METOC/GIS data management techniques to include libraries and methods to deliver data to applications. A demonstrated knowledge of techniques to serve data in specific formats, units and projections for both the tactical and non-tactical community is required. A draft Statement of Work will be posted at http://e-commerce.spawar.navy.mil/ as soon as it becomes available, under SPAWAR Headquarters Future Opportunities, N00039-00-R-2261. Capabilities will be judged by previous and current experience. Any interested SMALL BUSINESS source who can provide these requirements, is invited to submit a written qualification statement as it relates to relevant past performance (previous or current experience) similar to the requirement for the past five (5) years. The package shall include the following: (1) Name and address of applicant (Corporate/Principal Office) (2) Name, telephone and fax number of point of contact (3) Date firm started (4) NAICS Code (5) Type of business (i.e.: small business, small disadvantaged 8(a) certified, Woman-owned small business, small disadvantaged business (not 8(a) certified) (6) Contractor's capabilities to meet the following as related to the scope: a. Familiarity with TEDS Project b. Experience in METOC and GIS data types and methods c. Database development and application d. Database sub-setting and real-time data distribution e. Database replication f. Operation in low-bandwidth (<128 kBPS) environments g. Delivery and installation of turnkey systems h. Familiarity with the Naval METOC Command i. Familiarity with SPAWAR San Diego j. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 541511 and the small business size standard is $18 million.
