- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, & supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. No RFQ will be prepared or made available for distribution. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This requirement is a 100% small business set-aside; however, should no small business submit a proposal, proposals will be consider from all sources. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercials, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders- Commercial Items. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. Offerors will be evaluated on (1) Technical Experience, (2) Past Performance and (3) Price. Award will be made to the offeror that provides the best value to the Government. Awardee must complete an SF-3381 ACH Vendor/Miscellaneous Payment Enrollment form for payment via electronic fund transfer. Offers shall be submitted to Bureau of Alcohol, Tobacco and Firearms, 650 Massachusetts Ave., NW, Room 3290, Washington, DC 20226 no later than November 27, 2000, 3PM (Washington, DC local time). No telephone requests or inquiries will be accepted. This procurement is based on simplified acquisitions procedures under FAR Subpart 13.5. The following services are to be performed on a firm fixed price contract, period of performance December 1, 2000 through November 30, 2001. Services will be within the Government's facility in Rockville, MD 20850, (approximately 1380 hours per year) for the following: (a) Provide information services in time-sensitive situations (including research services) to personnel in five (5) laboratories. This includes the identification, and searching of, specialized databases in forensic sciences, chemistry, agriculture, scientific methodologies, international standards, and governmental codes and regulations; (b) Evaluate and review subscriptions as well as track, route, and claim journals; (c) Provide information alert services by identifying and obtaining current articles from sources that are not within the library's holdings. Provide interlibrary loan services to laboratory chemists and investigators; (d) Institute collection development functions which includes the implementation of collection development policies for print and electronic media, the maintenance of existing resources, cataloging and updating resources, and identifying and acquiring scientific and technical materials as relevant to the information needs of the laboratories; (e) Utilize Solution*Lite [integrated automated library system] and a broad range of computer programs for the development and maintenance of library records; (f) Develop, maintain, update and utilize databases, subject files, and bibliographies which make laboratory data and methods accessible to laboratory personnel within and amongst the various laboratories; (g) Have expertise retrieving data from library electronic resources such as DIALOG, STN, OCLC, Sherlock; (h) developing and instituting collection development policies for print and electronic media. The provision of these services requires the performance of all functions for a solo-librarian reference library. The above listed components are highly integrated. Each element must be performed with a high level of accuracy and sensitivity to the information needs of each of the laboratories. The National Laboratory Center requires a consistency in the provision of information for continuity in the support of on-going criminal investigations and developing laboratory methodologies. Firms interested in responding to this notice must be able to provide professional service as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements with no lapse in any on-going research or services.
