Description
The U.S. Environmental Protection Agency (EPA), Office of Pollution Prevention and Toxics (OPPT), Biological and Economic Analysis Division (BEAD), is conducting a Sources Sought for information purposes only, (this is not a Request for Quotation). Under North American Industry Classification System Code 541990, the EPA is in search of Small Businesses to provide economic and biological technical support services to fulfill the requirements of the Federal Insecticide Fungicide and Rodenticide Act (FIFRA), and any other Executive Order or legislative requirements in support of the Office of Pollution Prevention Regulatory Development. The specific objectives (1) are to conduct economic analyses of pesticides related to rule making. (2) Economic and Biological analyses on individual and/or groups of pesticides affected under the agency regulatory actions. (3) conduct analyses of policies and actions to reduce pesticide usage and risks. (4) analyses and information are also needed to support new initiatives which are pollution prevention and reducing pesticide risks through integrated pest management, reducing the use of higher risk pesticides, encouraging the use of safer nonchemical alternative, and other means. In general, the analyses shall consist of assessments of impacts the regulatory action would have on the pesticide producing industry. The analyses are to be conducted in accordance with EPA and relevant Office of Management and Budget guidelines. At a minimum firms shall demonstrate their abilities by providing information where they have successfully performed economic and biological analyses of the pesticide industry or pesticides previously; their ability to staff a mix of professional and technical personnel who have experience in conducting economic and biological analysis and their knowledge of FIFRA. Responses to this Sources Sought notice, capabilities statements, are to be mailed to the U.S EPA, Program Contract Service Center, 1200 Pennsylvania Ave., NW (3803R), Washington, DC 20460 ATTN: Gerald Alston. Firms shall ensure responses are documented to the extent the government can determine the firms qualifications to perform this requirement. This Sources Sought synopsis does not constitute a commitment by the Government. The government does not intend to award a contract based upon this Sources Sought announcement or otherwise pay for any information or inquiry.
