Description
The proposed contract action is for products and services for which the Government intends to solicit and negotiate with only one source under the authority of AR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, proposals received within fifteen days of the date of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This sole source procurement is for a one-year extension of the services performed by SRC for the past four years. The Government has made a significant investment in the Army Research Office's Corporate Information System (CIS), which has been developed by SRC. The CY 2001 work to be accomplished is not severable from the current tasks for the multidisciplines (procurement, resource management, and science). The CY 2001 work is simply an extension of the current CY 1995 through CY 2000 work that SRC is currently performing for ARO. Sole source justification is based on the following: SRC has a four-year knowledge base of the ARO LAN, ARO's Business Operations, and the CIS application that could only be matched by an additional expenditure of approximately $300,000 and one year of analysis. In addition, another vendor would require approximately $80,000 of start-up costs as follows: a. SRC has an existing Defect Management, Time Tracking Management, and Configuration Management hardware and software infrastructure customized to the CIS Application Development. This infrastructure and ARO specific archival system could only be matched by another vendor with an additional expenditure of approximately $50,000. b. SRC has an existing CIS Application server and a CIS Specific Sybase Data Base Server dedicated to replicating the application deployment environment at ARO. This server configuration gives SRC the ability to fully test CIS enhancements and deployments off-site using ARO data before updating the ARO production systems. This replica production system could only be matched by another vendor with an additional expenditure of approximately $30,000.
