Description

The GSA Public Utilities Center is requesting proposals from qualified firms or joint ventures to provide professional and technical services in support of Government-wide utility procurement and regulatory intervention activities. The Public Utilities Center represents the consumer interests of the Federal Executive Agencies in public proceedings before Federal, State and local regulatory bodies in matters pertaining to public utilities, except telecommunications. In protecting the Government's interest, the Center evaluates the potential impact of rate filings, develops and provides expert testimony, assists GSA General Counsel in the cross examination of witnesses, and provides technical procurement assistance to the Judicial, Legislative and Executive agencies in competitive purchases of electric, natural gas, water, sewer, steam, and other utility services. The request for proposal will be available by the end of November 2000. The due date for proposals shall be 4:00 EST on January 5, 2001.
