- Description
- The U.S. Department of State (DOS), Office of Foreign Buildings Operations (A/FBO) plans to award, subject to Congressional approval, one or more design/build contracts for new embassies in, but not limited to, Damascus, Syria; Yerevan, Armenia; Sofia, Bulgaria; and Abidjan, Ivory Coast before September 30, 2001. Each project will consist of some or all of the following facilities: a New Office Building (NOB), General Services Office (GSO) Warehouse (WHE), Marine Security Guard Quarters (MSGQ), an Embassy Residence (EMR) and related support facilities. The projects will be the first application of A/FBO's newly developed Standard Delivery System (SDS) for new office buildings. The SDS consists of model architect-engineer and design/build RFP and contract provisions; design guidelines including illustrative space plans for key functional areas of the embassies, blocking and stacking and building massing guidelines and engineering criteria; performance and prescriptive specifications using the specification system PerSpective developed by the Design Build Institute of America (DBIA) and the Construction Specification Institute (CSI); and associated training materials. The initial SDS projects will use the "bridging" documents form of design/build execution. Separate architectural-engineering firms will prepare the criteria packages that will be incorporated into the design/build solicitation. The criteria package for each project will be taken to the design development level of completion. Acquisition of the design/build contract(s) will be in two phases. In the first phase A/FBO will seek qualifications from interested design/build firms. As a result of the evaluations of the credentials of these firms, several contractors will be pre-qualified. In phase 2 the pre-qualified firms will be invited to submit proposals. The present plan is to issue a single solicitation for all four projects. The Government will reserve the right to award a single contract for up to all four of the projects or a separate contract, to a different contractor, for each of the projects. Prior to introducing the pre-qualification of potential contractors, A/FBO invites industry comments on its proposed program. Interested firms are invited to attend a briefing in A/FBO's planned FY2001 new construction program on December 14, 2000 from 2:00 to 4:00 p.m. at the Hyatt Arlington, 1325 Wilson Boulevard, Arlington, VA 22209. The briefing will address the following topics: (a) A/FBO's plan to reserve the right to award a single design/build contract for up to all four of the projects or a separate contract for each of the projects; (b) the criteria package for each of the projects that will provide the basis for the design/build solicitation including the requirements for an integrated building system consisting of a raised floor and modular under floor air, telephone and data distribution systems; (c) use of the PerSpective specification system; (d) A/FBO's proposed design/build contractor pre-qualification criteria; (e) the proposed contents of the design/build proposals and A/FBO's draft evaluation factors; and (f) other topics related to the execution of the design/build contract(s) for the project buildings. Firms planning to attend the briefing are requested to provide the names of their representatives to Mr. LeRoy Wallin by December 1, 2000. Firms that are unable to attend the briefing can request a copy of the briefing materials from Mr. Wallin. Responses to the briefing and materials are requested by January 11, 2001.
