- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quote under the number FA4452-01-QA025. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. AMC Contracting Flight intends to issue a sole source purchase order to: Olin Corporation, Winchester Ammunitions, 427 North Shamrock, East Alton IL 62024-1197 for the following: 9MM non-toxic, lead-free, frangible ammunition, P/N RA9DF, quantity 63,880 rounds, 5.56MM non-toxic, lead-free, frangible ammunition, P/N RA556JF, quantity 193,000 rounds, and 5.56MM Linked non-toxic, lead-free, frangible ammunition, P/N RA556JF, quantity 29,700 rounds for shipment to Fairchild AFB WA; 9MM non-toxic, lead-free, frangible ammunition, P/N RA9DF, quantity 172,240 rounds, and 5.56MM non-toxic, lead-free, frangible ammunition, P/N RA556JF, quantity 283,800 rounds for shipment to MacDill AFB FL; and 9MM non-toxic, lead-free, frangible ammunition, P/N RA9DF, quantity 172,000 rounds, and 5.56MM non-toxic, lead-free, frangible ammunition, P/N RA556JF, quantity 315,000 rounds, for shipment to Travis AFB CA. Inspection/acceptance: Destination. FOB Point: Destination. Contractor shall provide all personnel, material, and transportation required to accomplish deliveries. Request delivery as soon as possible starting with Travis AFB, with delivery to all bases completed by 31 Mar 01. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors are required to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certification -- Commercial Items, with the offer. The provision at 52.212-4, Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition, with the following clauses: 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222.37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.232-33 Payment by Electronic Funds Transfer -- Central Contractor Registration (31 U.S.C. 3332). The clause at 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2000) applies to this acquisition, along with 252.225-7001 Buy American Act-Trade Agreements-Balance of Payments Program (41 U.S.C. 10a-10d, E.O. 10582), and 252.225-7014 Preference for Domestic Specialty Metals (10 U.S.C. 2241 note). The following DFARS clauses apply: 252.223-7002 Safety Precautions for Ammunition and Explosives (May 1994); 252.223-7003 Change in Place of Performance -- Ammunition and Explosives (Dec 1991); 252.223-7007 Safeguarding Sensitive Conventional Arms, Ammunition, and Explosives. This is a DO rated order under the Defense Priority Allocation Systems (DPAS).
