- Contracting Agency: The contracting agency for this procurement action is the United States Army Tank-automotive and Armaments Command (TACOM), Warren, Michigan. Description of Supplies/Services: a. The proposed analyses will provide quantifiable support for decisions being made by the Program Manager concerning vehicle improvements, equipment, and upgrades required to conduct the First Support Team (FIST) and Combat Observation and Lazing Team (COLT) missions more effectively. This effort will quantify the added value of several potential improvements to the FIST and COLT/Striker/Sabre vehicles and illustrate the contributions of each added or improved capability to the maneuver force. b. The scope of the studies recommended for FY01 include monitoring the system design changes and determining the impact of these changes upon system capability and warfighting performance, conducting trade studies to determine the most cost-effective development and fielding courses of action, determining the impact of Striker/Sabre on Unit Basic Load constraints in the Interim and Objective Force, and quantifying the "value of time" created by the Striker/Sabre sensor suite. SCOPE OF STUDIES (Detail): 1. Monitor system design changes and determine the impact of these changes upon system capability and force warfighting performance. 2. Conduct trade studies to determine the most cost-effective development and fielding courses of action. Decisions in the areas addressed below may be required over the next year. Analysis will provide the decision-maker with quantifiable evidence to support required design decisions. a. Accuracy. Determine the benefit of reduced Target Location Error (TLE). There is a point of diminishing return given the capabilities of the expected US munitions suite. b. Mast Capability. Determine the benefits of elevating the sensor suite. If elevation is beneficial to the force, how much elevation is required. c. System Agility. Emplace and displace times and trafficability are critical to the BFIST and Striker/Sabre mission performance. Design changes that may effect those capabilities must be thoroughly examined. d. UAV Capability. The further away targets can be identified the more effective the targeting and decision making process can be. Striker/Sabre, equipped with a capability to acquire potential targets at ranges approaching 40 Km, could exploit UAV technology and resolve those potential targets at 40 Km from the maneuver force. The cost-effectiveness of this target acquisition system should be evaluated since this targeting concept could impact unit survivability and agility. e. Range. System capabilities must be evaluated in light of terrain and fire support restrictions. Acquisition ranges beyond the ability to engage the target is of limited value. Additionally, too much information of limited value (due to accuracy, sensor type, etc.) can disable the Tactical Fire Control of a unit. However, the appropriate range capability can effectively exploit the fire support system. f. Mission Processing Capability. Mission processing capacity is a function of operator skills and the on-board computer system. Improvements in mission processing hardware and software must be evaluated in light of fire support assets available to engage the targets and the potential for the operator to handle more missions simultaneously. 3. Determine the impact of Striker/Sabre on Unit Basic Load (UBL) constraints in the Interim and Objective Force. The ability to employ precision fires against threat targets can result in reduced ammunition requirements. Reduced requirements can translate to reduced lift and logistic support requirements. Lift and logistics are key issues for the evolving interim and objective forces. 4. Quantify the "Value of Time" created by the Striker/Sabre sensor suite. Battlefield awareness can influence many dimensions of combat. Primarily it enables the force with awareness time to plan and execute. NOTE: 22 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under and existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Response date: Based on Note 22
