- NASA/ARC plans to issue a Request for Quotation (RFQ) for a rigid, low thermal conductivity ceramic having a density of less than 130 kg/cubic meter, a thickness of less than 5cm, and a thermal conductivity of less than 0.04 Watts/meter-0C. The material must be capable of sustaining a continuous thermal gradient of 15000C across its thickness with one face cooled to temperatures of -2000 C and the other face subjected to heat fluxes on the order of 400 kW/square meter, and must also exhibit negligible permeation of both moisture and oxygen under continuous temperatures below 2000 C. The offeror shall develop three to five different concepts that have a high probability of meeting the requirement, and shall demonstrate, through both analyses and results of previous experience in the field, why it is expected that these approaches will be successful. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from SRI International of Menlo Park, CA under the authority of FAR 13.106-1(b), based on its unique capability of advanced material development in the fields of the synthesis of inorganic and organometallic polymers and inorganic-organic hybrids. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications, including previous experience in this field, to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on December 4, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
