Description
PRE-SOLICITATION Request for Quotations (RFQ)listed solicitation N68711-01-Q-0406 will be issued on or about 30 NOVEMBER 2000 over the Internet at http://esol.navfac.navy.mil as an Electronic Bid Solicitation (EBS). The response time required by FAR 5.203 would begin on the date of issuance of the EBS solicitation. EBS solicitation packages maybe acquired by registration and download at the Internet EBS Web Site. All prospective offerors must register as plan holders on the EBS Web Site for this project. Plan Centers are also required to register. Plan holders lists will not be faxed and will only be available at http://esol.navfac.navy.mil. The Official Plan Holders list will be maintained on and can be printed from the Internet site. All prospective bidders must register as planholders on the Internet Web site for this project. All requests for specifications must include (1) complete solicitation number and project title and (2) name, address, and phone number of company. Each company must indicate its name, address, and phone number identify whether the firm is a small, business, small disadvantaged, business, or large business and if the firm is a woman-owned business. DESCRIPTION OF WORK: This is a Firm Fixed-Price Contract; Small Business Set-Aside. NATURAL GAS AND PROPANE LINE SURVEY The work includes furnishing all labor, supervision, materials and equipment necessary to conduct a Combustible Gas Leak Detection Survey, according to the U. S. Department Transportation's Title 49 of the Pipeline Safety Act, using a flame ionization unit gas leak detector and a combustible gas indicator. Calibrate the gas detectors to industry standards. Leaks in buried gas lines will be detected by walking the gas distribution system from the original gas meter supply to the gas regulator at every building. The survey will be based on 180,000 linear feet of underground propane and natural gas pipes. The principal gas distribution piping is shown on the attached maps of Main Site, China Lake Propulsion Plant (CLPP), Naval Air Facility (NAF), Instrumentation Observation Building (IOB) (propane), and Randsburg Wash (propane) gas distribution systems at Earth and Planetary Sciences, Thompson Laboratory. All leaks will be reported using a priority rating system of 1-2-3 defined in the American Society of Mechanical Engineers Guide for Leak Detection. Provide a report and utility map of the route surveyed, location and severity of the leaks found during the survey. If the underground gas piping exceeds 180,000 LF, the gas piping not surveyed will be identified on the utility maps. Utility maps will be provided by the Government. Performance time is 60 calendar days. The tentative issue date is on or about 30 November 2000 with quotes due by close of business (COB) on 28 December 2000 later. The SIC code is 1799(NCAIS #23599). The related small business standard is 7.0 million. The cost range is less than $25,000.00. All prospective bidders should request this specification by 27 December 2000 by Internet access at the above WEB Address. Requests for the Quotations will not be directly provided in a paper hard copy format. This office anticipates that most of the administration of the contract will be via paperless transmissions. It is preferred that interested contractors have the capability to transmit and receive all actions required in the contract electronically Notification of any changes to this solicitation (amendments) shall be made only on the Internet at the above WEB address. No deposit is required for this solicitation. This project is restricted to small business. See solicitation for proper address for delivery of quotes. Quotes will be considered from all responsible, registered sources. No bid results will be posted.
