Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with the State Climate Office (SCO) of North Carolina in Raleigh, North Carolina 27695, for meteorological measurements and modeling in support of human exposure modeling, and development and support for EPA meteorological instruments. The SCO manages a network of meteorological measurement stations over North Carolina, therefore, the comprehensive data base of original meteorological records held can be easily developed by the SCO. Also, the SCO staff have the expertise on meteorological instrumentation and measurements, which can assist the EPA in evaluating and recommending a strategy for future validation studies. Under this project, the contractor shall identify and evaluate potential diagnostic and prognostic models, set up, and demonstrate a local scale meteorological model applicable to the range of meteorological conditions found in the Research Triangle Park (RTP) area, including Durham and Wake Counties, of North Carolina. The model shall be operational using routine data available from EPA instruments, contractor instruments, and routine output from other operational modeling programs. The model shall output at a minimum surface wind and temperature fields at a spatial resolution of 100 m for each hour of the day. In addition, model estimates of the vertical wind and temperature profiles through the mixing depth shall be provided. The model must also be able to estimate thermal and mechanical turbulence characteristics relevant to pollution dispersion. The contractor shall assist EPA in learning to reproduce the demonstrations, and provide EPA prepared customization for extending the demonstration set up to ongoing EPA application in the RTP area. The contractor shall provide a summary report on model evaluations, model output from runs, and set up files by June 1, 2001. The contractor shall provide hands-on demonstration and assist EPA in learning to run the model by July 1, 2001. A secondary objective of this project is that the contractor shall support and coordinate meteorological measurements from EPA systems and contractor meteorological sites within RTP. The contractor shall combine measurements provided from the EPA systems with relevant contractor meteorological measurements into a data report in a format that supports the model set up and evaluation studies. The contractor shall provide bi-monthly data reports of meteorological measurements from the RTP area through August 2001. A third objective of this project is to have the contractor develop quality assurance (QA) and quality control (QC) procedures for EPA meteorological instruments and measurements. The contractor shall conduct QA and QC procedures throughout the period of this project. The contractor shall provide a QA and QC plan for EPA Instrumentation Systems by January 1, 2001. In addition, the contractor shall provide bi-monthly QA/QC reports on EPA Instrumentation and Measurements through August 2001. All interested parties who believe they can provide the required services should fully explain their capabilities in writing within 15 days of the date of this announcement. No Solicitation is available. The intent of this synopsis is to determine if any additional source(s) exist and, therefore, no Request For Proposal (RFP) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
